TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, JULY 6, 2021 at 7:00 PM Call to Order: President Strong called the meeting to order and lead the Pledge of Allegiance. Mr. Taylor gave the prayer. Mr. Strong called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Chad Blueher Absent: Chad Amos Jerry Cook Chris Lutz Dan Strong Declare a Quorum Present: President Strong declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Lance Overholser, Fire Chief C.J. Taylor, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Jim Hunter, Parks Superintendent Aaron Culp, Town Attorney Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Lutz made a motion to approve the agenda as amended. Mr. Cook seconded, motion passed. Approval of Prior Minutes: Town Council Special Meeting Minutes June 15, 2021, 6:15 PM Town Council Meeting Minutes, June 15, 2021, 7:00 PM Town Council Staff Meeting Minutes, June 21, 2021, 6:00 PM Mr. Blueher made a motion to approve the minutes listed above. Mr. Cook seconded, motion passed. Approval of Claims: Mr. Cook made a motion to approve the claims dated 7/6/21. Mr. Blueher seconded, motion passed. Council Committee Reports: 1. OTC Report – Mr. Blueher reached out to OTC and has nothing to report. 2. EDC Report – Nothing. 3. SWU Management Board Report – President Freeman stated that they have nothing new to report. Legal Counsel Report: 1. Mr. Culp presented two contracts pertaining to the baseball fields and concession stand. Mr. Blueher made a motion to accept and approve the contracts as amended. Mr. Cook seconded, motion passed. 1 2. Mr. Lutz made a motion to approve and allow President Strong to sign the agreement from Taft concerning M/I Homes Tamarack Subdivision. Mr. Cook seconded, motion passed. Cicero/Jackson Township Plan Commission Report – Permit Revenue: June 2021 = $ 5,939 YTD: $ 81,083 June 2020 = $ 7,014 YTD: $ 39,292 Difference: Month = $ -1,075 YTD: $ 41,791 A total of 22 building permits were issued in the month of June 2021. Fourteen were inside the corporate limits (of which 2 were new homes). Eight permits were issued in Jackson Township (of which 0 were new homes). Mr. Lutz thanked Mr. Taylor for his service to the Town of Cicero with the Plan Commission as well as his time with the Wastewater/Water Departments. President Strong echoed Mr. Lutz’ comments. Town Engineer Report – Keith Bryant – 1. MI Homes / Tamarack Development: Section 3: All infrastructure is installed and tested (road HMA surface is to be done later). Section 4: The developer continues moving earth. Sanitary sewer installation continues as well. 2. Water & Wastewater Treatment Plant - We are summarizing equipment and process scope of work to begin detailed design. A meeting was held with the golf course folks. They are open to test hole drilling. An agreement is being prepared to allow the testing. 3. Auburn Estates – Section 1: Approvals are received A Utility Agreement is being drafted and the developer has asked to proceed at their own risk. Sanitary Sewer installation continues and storm sewers are to begin this week Old Business: 1. Pool Questions – Ms. Barb Brockhoff addressed the council with concerns for the Cicero Pool. She presented some statistics from the online survey. Then, proceeded to inquire about the immediate and future status of the pool. President Strong said that the council needs additional quotes as well as an idea of how to fund the pool. Ms. Brockhoff asked about the location and if the council can have estimates before the next meeting. President Strong advised that is probably not going to happen that quickly. In the end, President Strong advised that the council will dig deeper into the pool issues and address them at a later time. New Business: 1. Resolution 07-06-2021-1 Transfer of Funds – Mr. Lutz made a motion to approve Resolution 07-06-2021-1 Transfer of Funds. Mr. Cook seconded, motion passed. 2. New Hires – Chief Rednour presented a contract for a new hire and asked council’s blessing on moving forward. Mr. Cook made a motion to approve and allow Chief Rednour to move forward. Mr. Lutz seconded, motion passed. 2 Miscellaneous: 1. Claim – Ms. Gary presented a settlement proposal from First Chicago Insurance. After a brief discussion, the council unanimously decided to not accept the proposal. Ms. Gary will contact and advise First Chicago Insurance of the council’s decision. 2. CCMG – President Strong asked the council about extending Pearl Street from the library to the ball diamonds for a CCMG project. The dynamics of the area were not clear. As a result, the council decided that they need more information but will bring it back to a later meeting. Comments by Citizens: There were none. Motion to Adjourn: Mr. Lutz made the motion.
