TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, APRIL 5, 2022 at 7:00 PM Call to Order: President Amos called the meeting to order and lead the Pledge of Allegiance. Ms. Gary gave the prayer. President Amos called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Chad Amos Absent: Chad Blueher Jerry Cook Chris Lutz Dan Strong Declare a Quorum Present: President Amos declared a quorum present. Others Present: Rhonda Gary, Clerk Treasurer Lance Overholser, Fire Chief Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Jim Hunter, Parks Superintendent Aaron Culp, Town Attorney Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Lutz made a motion to approve the agenda as amended. Mr. Blueher seconded; motion carried. Approval of Prior Minutes: Town Council Staff Meeting Minutes, March 10, 2022, 7:00 PM Town Council Executive Session Memorandum, March 15, 2022, 6:15 PM Town Council Meeting Minutes, March 15, 2022, 7:00 PM Town Council Retreat Meeting Memorandum, March 20, 2022, 7:30 AM Mr. Blueher made a motion to approve the minutes listed above. Mr. Cook seconded; motion carried. Approval of Claims: Mr. Lutz made a motion to approve the claims dated 4/5/22 as presented. Mr. Strong seconded, motion passed. Council Committee Reports: 1. OTC Report – Mr. Blueher had nothing at this time. 2. EDC Report – Mr. Cox reported that EDC met last week to discuss the RFIs and will have more information soon. He also said that EDC has two seats open if anyone knows of a possible candidate. 1  3. SWU Management Board Report – Mr. Freeman stated that the SWU Board has a meeting scheduled for 4/14/22 at the library. This meeting will also be a public hearing for grant opportunity/presentation with Ms. Henderson for the Britton Street project. Legal Counsel Report – Mr. Culp reported that the agreement is ready if council is ready to act on it. After a brief discussion, Mr. Strong made a motion to approve the agreement with the Schiedels. Mr. Blueher seconded, motion carried. Cicero/Jackson Township Plan Commission Report – Director's Report – March 2022 Permit Revenue: March 2022 = $29,315 YTD: $56,663 March 2021 = $22,696 YTD: $43,646 Difference: Month = $6,619 YTD: $13,017 A total of 42 building permits were issued in March of 2022. Forty were inside the corporate limits (of which 28 were new homes). Two permits were issued in Jackson Township (none of which was for a new home). Town Engineer Report – 1. Tamarack & Auburn Estates – Mr. Bryant reported that there has not been much progress, but the infrastructure is in place. They are moving ahead with building. 2. Water – Mr. Bryant stated that he met with Terry, Dan, Jerry and Peerless Midwest. They are continuing to look for new well sites. Peerless Midwest is to have additional options to us by the end of the week for consideration. 3. Wastewater Treatment Plant – Mr. Bryant distributed a handout related to the proposed digester placement and asked the council to review it and let him know if they have any questions. President Amos said that they will review the handout and discuss the proposal at the next meeting. Old Business: 1. Park Impact Fee Ordinance 04-05-2022-01 – Mr. Lehman stated that the Park Impact Fee Ordinance has met the legal requirements and is ready for approval. He also asked the council if they had any questions. They did not. Mr. Blueher made the motion to approve Park Impact Fee Ordinance 04-05-2022-01. Mr. Cook seconded, motion carried. 2. Utility Connection Agreement – Mr. Strong made a motion to approve the Utility Connection Agreement with Mr. Prater. Mr. Cook seconded, motion carried. New Business: 1. Service Truck w/Crane – Mr. Cooper asked council’s blessing to move forward with ordering a new service truck with a crane as it will take approximately one year for delivery. Council gave their blessing. 2. Nantucket Lighting – Mr. Strong stated that there is a street light out on Nantucket. A resident at Wareham’s Pond has also reached out about a light out there too. Duke owns the poles and are removing them once they go bad. Superintendent Hunter has met with Ms. Henderson in hopes of finding a grant to replace the lights to include solar lights. 2  3. Body Cameras – Mr. Culp stated that council has reviewed the contract and changes were made based on Mr. Culp and Ms. Roberts recommendations. Mr. Lutz made a motion to approve the contract. Mr. Cook seconded, motion carried. Miscellaneous: There was nothing. Comments by Citizens: There were none. Motion to Adjourn: Mr. Lutz made the motion. Mr. Blueher seconded, motion carried.
