TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
TUESDAY, APRIL 19, 2022 at 7:00 PM
Call to Order: President Amos called the meeting to order and lead the Pledge of Allegiance.
Ms. Gary gave the prayer. President Amos called for roll call. Members of the Cicero
Town Council were present or absent as follows:

Declare a Quorum Present: President Amos declared a quorum present.
Others Present: Rhonda Gary, Clerk Treasurer

Frank Zawadzki, Cicero/Jackson Township Plan Commission Director
Jim Hunter, Parks Superintendent
Aaron Culp, Town Attorney
Keith Bryant, Town Engineer
Bruce Freeman, Storm Water Management Board President
Approval of Agenda: Mr. Lutz made a motion to approve the agenda as amended. Mr.
Cook seconded; motion carried.
Approval of Prior Minutes:
Town Council Meeting Minutes, April 5, 2022, 7:00 PM
Mr. Blueher made a motion to approve the minutes listed above. Mr.
Lutz seconded; motion carried.
Approval of Claims: Mr. Strong made a motion to approve the claims dated 4/19/22 as
presented. Mr. Blueher seconded, motion passed.
Council Committee Reports:
1. OTC Report – Mr. Blueher reported that OTC met Monday and they are beginning to
plan for the street festival. New event this year: a bourbon festival.
2. EDC Report – Mr. Cox reported that EDC did not have an April meeting. He still has
two seats available on EDC. More information to come concerning the RFIs.
3. SWU Management Board Report – SWU President Freeman reported that the board met
last week and had a public hearing for the Brinton Street Grant Project. Ms. Henderson
was present. The next thing on her agenda is the door-to-door income survey and get
council signature on the CDBG application. President Freeman would like to start

working on a 5-year plan for the SWU. Afterwards, Mr. Strong made the motion for
President Amos to sign the grant application. Mr. Cook seconded, motion carried.
Legal Counsel Report – Mr. Culp had nothing at this time.
Cicero/Jackson Township Plan Commission Report –
1. Mr. Zawadzki had nothing to report but stated that Dark Side Roasters is present with
an outdoor seating proposal.
2. Mr. and Mrs. Emery had a handout with pictures and drawings to support their
proposed outdoor seating plan at Dark Side Roasters. After discussion, the council’s
consensus was that they approve the use of the sidewalk contingent upon BZA and
Plan Commission approvals.
Town Engineer Report:
1. Tamarack and Auburn Estates – Mr. Bryant reported that there is not much going on in
regard to infrastructure; however, there is a lot of building houses going on there.
2. Water – Mr. Bryan stated that they continue to look for well field opportunities. He’s
meeting with Mr. Cooper next week to discuss.
3. Wastewater Treatment Plant – Plant design continues. Conversation concerning the
digesters continued from the last meeting. Mr. Bryant will continue to look at different
options concerning the placement of the second digester.
Old Business: Ball State PBS – Debbie Webb was present to request sponsorship for Now
Entering Cicero. She gave a brief bio about the project, the use in marketing and the
overall success of the project. She also stated that residents will be able to watch the
presentation as it will be streamed live on Facebook. President Amos told Ms. Webb that
the council will discuss it and asked Ms. Gary to add this to the next agenda.
New Business:
1. Political Signs – President Amos pointed out that we do have political candidates in
attendance and informed them of correct placement of political signs.
2. Baseball Diamonds – Mr. Blueher stated that the cost of getting water to the
concession stands was approximately $6,268.00. That project cost has been donated
to the parks department by Daystar Directional Drilling. Mr. Lutz inquired if Parks
Superintendent Hunter has thought about recognizing his donors. Mr. Hunter stated
that he plans to post signage with donor’s names.
Miscellaneous: Mr. Blueher made a motion to allow up to/not to exceed $118,000.00 to make
repairs and replace the Cicero Marina from the CCD Fund. Mr. Cook seconded, motion
carried.

Motion to Adjourn: Mr. Strong made the motion. Mr. Lutz seconded, motion carried.
