TOWN COUNCIL STAFF MEETING MINUTES
AUGUST 11, 2022 at 7:00 PM
Call to Order: President Amos called the meeting to order.

Others Present: Rhonda Gary, Clerk Treasurer
1. Baker Tilly – Mr. Scott Hadler was present to review the town’s 2021 water and
sewer financial reports.
2. Town Council – Mr. Lutz stated that the E-911 Board met this week and they will
reconvene in a month or so. He talked about the public safety tax, but felt that Cicero
is at no risk.
3. Parks – N/R Cicero Sports Complex and Festival Funds – Superintendent Hunter
asked the council’s blessing to spend some of the dollars from the sports complex and
festival funds. Council gave their blessing and asked Ms. Gary to add that to the
081622 Town Council Agenda.
4. Plan –
a. Comprehensive Plan – Mr. Zawadzki asked the council to add funds for the
comprehensive plan to his 2023 budget. Council approved Mr. Zawadzki’s
request.
b. Budget Transfers – Mr. Zawadzki asked council’s blessing to transfer funds
for computers and inspector. Council approved Mr. Zawadzki’s request and
asked Ms. Gary to add it to the 081622 Town Council Agenda.
c. Solar Moratorium – Mr. Zawadzki and Mr. Strong explained the need to
extend the Solar Moratorium Ordinance (03-15-2022-A). Council concurred
and asked Ms. Gary to add it to the 081622 Town Council Agenda.
5. Fire – Fill-In Wages – Chief Overholser asked to amend the 2022 Salary Ordinance to
include a pay increase for Fill-In help and an additional appropriation for his two new
hires. Council agreed and asked Ms. Gary to add the amended ordinance to the
081622 Town Council Agenda. Ms. Gary will follow up on the additional
appropriation.

6. Police –
a. Parking in Wareham’s Pond/Chaptico – Chief Rednour asked council’s
blessing to allow parking on one side of the street in Wareham’s Pond.
Council didn’t have an issue with it.
b. Lateral Hires – Chief Rednour requested lateral pay/vacation for his new hire
based on experience. Council didn’t have a problem with it.
c. Body Cameras – Council asked Ms. Gary to add this to the 081622 Town
Council Agenda.
7. Water/Wastewater –
a. Water/Sewer Certifications – Mr. Cooper was not present.
8. Clerk Treasurer –
a. Phones – Ms. Gary said that installation of the new phone system is moving
slowly.
b. Employee Handbook – Ms. Gary stated that she received the new employee
handbook and would like to set a date to review it with the council. Ms. Gary
will
c. Council Meeting – Ms. Gary updated the council of the tree issue on Cass
Street.
9. Community Development – Ms. Kmicikewycz was not present.
Motion to Adjourn: Mr. Lutz made the motion. Mr. Cook seconded, motion carried.
