TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
TUESDAY, AUGUST 16, 2022 at 7:00 PM
Call to Order: President Amos called the meeting to order and lead the Pledge of Allegiance.
Ms. Gary gave the prayer. President Amos called for roll call. Members of the Cicero Town
Council were present or absent as follows:

Declare a Quorum Present: President Amos declared a quorum present.
Others Present: Rhonda Gary, Clerk Treasurer

Jim Hunter, Parks Superintendent
Aaron Culp, Town Attorney
Keith Bryant, Town Engineer
Approval of Agenda: Mr. Blueher made a motion to approve the agenda. Mr. Cook
seconded, motion carried.
Approval of Prior Minutes:
Town Council Executive Session Memorandum, August 2, 2022, 6:00 PM
Town Council Meeting Minutes, August 2, 2022, 7:00 PM
Mr. Strong made a motion to approve the minutes listed above. Mr. Blueher
seconded; motion carried.
Approval of Claims: Mr. Lutz made a motion to approve the claims dated 8/16/22 as
presented. Mr. Cook seconded, motion passed.
Public Hearing on Additional Appropriation – Mr. Strong made a motion to open the public
hearing. Mr. Cook seconded, motion carried. There were no questions or comments.
Mr. Strong made a motion to close the public hearing. Mr. Blueher seconded, motion
carried. Mr. Blueher made a motion to approve Resolution 8-16-2022-3. Mr. Cook
seconded, motion carried.
Council Committee Reports:
1. OTC Report – Mr. Blueher had nothing new to report. Street festival planning is well
underway.

2. EDC Report – Mr. Cox had no current updates.
3. SWU Management Board Report – SWU President Freeman was not present.
Legal Counsel Report – Mr. Culp asked council to schedule an executive session at 6:00 PM on
9-6-22. Council approved Mr. Culp’s request. Ms. Gary to advertise.
Cicero/Jackson Township Plan Commission – Mr. Zawadzki had no updates.
Town Engineer Report:
1. Tamarack and Auburn Estates – Mr. Bryant stated that Tamarack has not had any Town
infrastructure work this period. Auburn Estates representatives have recently inquired
about moving from construction performance bond to a maintenance bond. They have
been asked to verify their punch list status prior to proceeding with this, which will
require Town Council acceptance of the infrastructure. No responses as of yet.
2. Water – Mr. Bryant is working with the town in considering other options for raw water
and water sources.
3. Wastewater Treatment Plant – Mr. Bryant said that design continues.
4. Stringtown Pike Rehab Project – Mr. Bryant relayed that Grady Brothers is good to go.
Shae confirmed with INDOT that we are good to proceed. They hope to begin milling on
8/22. Preconstruction meeting is scheduled for 1:00 on August 18 at the Fire
Department. Department Heads have been invited. Town Council members are
welcomed.
Old Business: There was none.
New Business:
1. Police Grant/Body Cameras – Chief Rednour read the three bids for body cameras.
They were:
a. Body Wear – $177,000.00
b. Axon – a combined total of $142,040.00
c. Motorola - $142,080.00
Mr. Blueher made a motion to approve Motorola’s bid. Mr. Cook seconded, motion
carried.
2. Solar Moratorium – Mr. Culp explained that the current solar moratorium ordinance
expires at the end of this month and that Ordinance No. 03-15-2022-01-A is merely
an extension of that ordinance. Mr. Strong made a motion to approve Ordinance No.
03-15-2022-01-A. Mr. Blueher seconded, motion carried.
3. Festival Fund – Mr. Lutz made a motion to allow Parks Superintendent Hunter to use
$2,000.00 from the Festival Fund. Mr. Blueher seconded, motion carried.
4. N/R Cicero Sports Complex Fund – Mr. Strong made a motion to allow Parks
Superintendent Hunter to use up to $12,000.00 from the Cicero Sports Complex
Fund. Mr. Cook seconded, motion carried.
5. Transfer Resolution 08-16-2022-1 – Mr. Lutz made a motion to approve Transfer
Resolution No. 8-16-2022-1. Mr. Blueher seconded, motion carried.
6. Salary Ordinance Amendment – Mr. Strong made a motion to approve Salary
Ordinance No. 8-16-2022-2. Mr. Cook seconded, motion carried.

7. Wastewater Response – IDEM conducted an inspection on August 5th and issued a
noncompliance letter. Mr. Bryant has worked with Terry Cooper and Matt Dotson to
draft a response. Final details are still subject to information and confirmation of
aerator bearing material delivery. The letter will be adjusted to known information on
or about September 1st to send the most updated information to IDEM. Mr. Bryant
asked council’s approval for President Amos to sign the letter. Mr. Strong made the
motion to allow President Amos to sign the letter. Mr. Lutz seconded, motion
carried.
Miscellaneous: President Amos stated that he has spoken with Mr. Griffin about the tree on
Cass Street. They have agreed to ask Superintendent Cooper to get a quote to remove the
tree.
Comments by Citizens: There were none.
Motion to Adjourn: Mr. Lutz made the motion. Mr. Cook seconded, motion carried.
