TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, NOVEMBER 15, 2022 at 7:00 PM Call to Order: Vice President Blueher called the meeting to order and lead the Pledge of Allegiance. Ms. Gary gave the prayer. Vice President Blueher called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Chad Blueher Absent: Chad Amos Jerry Cook Chris Lutz Dan Strong Declare a Quorum Present: Vice President Blueher declared a quorum with four members present. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Lance Overholser, Fire Chief Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Jim Hunter, Parks Superintendent Aaron Culp, Town Attorney Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Lutz made a motion to approve the agenda as amended. Mr. Cook seconded, motion carried. Approval of Prior Minutes: Town Council Meeting Minutes, November 1, 2022, 7:00 PM Mr. Strong made a motion to approve the minutes listed above as presented. Mr. Lutz seconded; motion carried. Approval of 11/15/22 Claims: Mr. Cook made a motion to approve the claims dated 11/15/22 as presented. Mr. Lutz seconded, motion passed. Open Bids for Solid Waste, Recycling Collection and Disposal – One bid was submitted by Republic Services. Council consensus was to accept the bid contingent on Mr. Culp’s approval. Mr. Culp will review the contract. Council Committee Reports: 1. OTC Report – Ms. VanAlstine was present to update the council on the festivities during the month of December. They have a festival planned as well as an evening parade. Council was in agreement with the road closures as previously discussed. Chiefs Rednour and Overholser agreed as well. 1  2. EDC Report – Mr. Cox relayed that EDC has a new member, Mr. Mann, to bring to the council for approval. 3. SWU Management Board Report – SWU President Freeman stated that grant procedures are going well and hopes that the state will begin distributing the funds soon. Legal Counsel Report – Mr. Culp had nothing at this time. Cicero/Jackson Township Plan Commission – Mr. Zawadzki had nothing to report. Town Engineer Report – sent via email from Mr. Bryant 1. Tamarack – Town infrastructure is complete for the most part. Waiting for cleanup and home site grading to prepare Section 3 and 4 punch list. Final acceptance of Sections 1 and 2 infrastructure awaiting final completion / information from developer. We have reached out to MI Homes for a status update. 2. Auburn Estates – Town infrastructure is complete for the most part. Awaiting developer completion of punch list for final acceptance. We have reached out to Lennar for a status update. 3. Water – Waiting for site access for test wells by Peerless Midwest on the third site. 4. Wastewater Treatment Plant – Design continues with plan and specification preparation and detailing, etc. 5. Stringtown Pike Rehab Project – The contractor, Grady Brothers has notified us that they are substantially complete. Coordinating a site meeting to verify and prepare a punch list. Old Business: There was none. New Business: 1. Zoning Ordinance Amendment 10-18-2022-1 – Mr. Strong gave a brief recap of the amendment. Mr. Strong then made a motion to approve Zoning Ordinance Amendment 10-18-2022-1. Mr. Lutz seconded, motion carried. 2. Employee Gift Cards – Vice President Blueher distributed employee cards/giftcards for town employees to each department head. Miscellaneous: There was nothing. Comments by Citizens: There were none.
