TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, FEBRUARY 7, 2023 at 7:00 PM Call to Order: President Blueher called the meeting to order. Present: Chad Blueher Absent: Jerry Cook Joseph Cox Eric Hayden Christopher Lutz Declare a Quorum Present: President Blueher declared a quorum. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Lance Overholser, Fire Chief Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Aaron Culp, Town Attorney Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Lutz made a motion to approve the agenda as amended. Mr. Cook seconded, motion carried. Approval of Prior Minutes: Town Council Executive Session Memorandum, January 17, 2023, 5:30 PM Town Council Meeting Minutes, January 17, 2023, 7:00 PM Mr. Hayden made a motion to approve the minutes listed above as presented. Mr. Lutz seconded; motion carried. Approval of Claims: Mr. Lutz made a motion to approve the claims dated 2/7/2023 as presented. Mr. Cook seconded, motion carried. Council Committee Reports: 1. OTC Report – Mr. Blueher had nothing. 2. EDC Report – Mr. Cox had nothing. 3. SWU Management Board Report – SWU President Freeman stated that the board met today. They opened bids for the Brinton Street Project. Mr. Bryant is currently reviewing the bids. Once he completes his review, the SWU Board will make a recommendation to the council. That recommendation is tentatively scheduled for 2/21/23 which is the next town council meeting. President Freeman and his team are anxious to get started on the project 1 Legal Counsel Report – 1. Mr. Culp received a request to buy the town’s lease on the water towers. He said that the council has always rejected the request, but still must be presented. Council was not interested. 2. Mr. Culp presented his Agreement for Legal Services for council approval. Mr. Lutz made a motion to approve the agreement and allow President Blueher to sign. Mr. Cook seconded, motion carried. Cicero/Jackson Township Plan Commission Report – Director's Report – Permit Revenue January 2023 = $ 4018 YTD: $ 4018 January 2022 = $11,285 YTD: $11,285 Difference: Month = -$7,267 YTD: -$7,267 A total of 14 building permits in January 2023. Thirteen were inside the corporate limits (of which, 1 was for a new home). One permit was issued in Jackson Township (of which, 0 was for a new home). Estimated Cost of projects permitted $770,282. Additional updates – Auburn Estates Subdivision – 62 lots in section 1, all of these have been permitted. Tamarack Section 4 – 69 lots, 14 left to be permitted. Town Engineer Report – Keith Bryant – 1. Tamarack and Auburn Estates – No updates. Mr. Bryant believes they are waiting for warmer weather to complete the punch lists. 2. Water – Still waiting for entry to do the test wells. 3. Wastewater - IDEM application has been submitted. Mr. Bryant stated that they should be ready to proceed with financing in about a month assuming IDEM review proceeds as hoped. They are meeting with Terry and his staff this week to review the current plans. Old Business: There was none. New Business: a. Destruction of Old Cameras – Chief Rednour stated that the old cameras are old and outdated. He would like for council to declare them as junk so that he can dispose of them. Mr. Hayden made the motion. Mr. Cook seconded, motion carried. b. Water Agreement – Mr. Culp stated that the document needs to be resolved and approved. Mr. Lutz made a motion to give Mr. Culp permission to modify and negotiate the contract on the town’s behalf. Mr. Cook seconded, motion carried. c. Surplus Vehicle – Chief Rednour has a 2014 Chevy Tahoe reserve vehicle that he would like to sell. Mr. Lutz made a motion to allow Chief Rednour to put it up for bids. Mr. Cook seconded, motion carried. Miscellaneous: There was nothing. Comments by Citizens: There were none. 2 Motion to Adjourn: Mr. Cook made the motion. Mr. Lutz seconded, motion carried.
