TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, JANUARY 17, 2023 at 7:00 PM Call to Order: President Blueher called the meeting to order and led the Pledge of Allegiance. Ms. Gary gave the prayer. President Blueher called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Chad Blueher Absent: Joseph Cox Jerry Cook Christopher Lutz Eric Hayden Declare a Quorum Present: President Blueher declared a quorum with three members present. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Lance Overholser, Fire Chief Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Jim Hunter, Parks Superintendent Aaron Culp, Town Attorney Bruce Freeman, Storm Water Management Board President Approval of Agenda: Mr. Hayden made a motion to approve the agenda as amended. Mr. Cook seconded, motion carried. Approval of Prior Minutes: Town Council Meeting Minutes, January 3, 2023, 9:30 AM Mr. Hayden made a motion to approve the minutes listed above as presented. Mr. Cook seconded; motion carried. Approval of Claims: Mr. Cook made a motion to approve the claims dated 1/17/2023 as presented. Mr. Hayden seconded, motion carried. Council Committee Reports: 1. OTC Report – President Blueher had nothing. 2. EDC Report – Mr. Cox was not present. 3. SWU Management Board Report – SWU President Freeman stated that he as a pre-bid meeting scheduled for Friday (1/20/23). Other than that, he has nothing new to report. Legal Counsel Report – Mr. Culp inquired about additional leasing on water towers. Mr. Cook is not interested, nor is Mr. Hayden. However, Mr. Hayden suggested that Mr. Culp revisit this when the other council members are present. Cicero/Jackson Township Plan Commission Report – Mr. Zawadzki had nothing to report. 1 Town Engineer Report – Mr. Bryant was not available, but emailed the following: 1. Tamarack – Town infrastructure complete for the most part. Final punch lists for Sections 1-3 have been sent to the developer – when complete will be ready to recommend Town acceptance of the infrastructure. Section 4 final inspection will need to follow private lot development as there is too much grading and disturbance now to fully inspect. 2. Auburn Estates – Town infrastructure complete for the most part. A final punch list was sent to the developer in December - when complete will be ready to recommend Town acceptance of the infrastructure. 3. Water – Waiting for site access for test wells by Peerless Midwest on the third site. 4. Wastewater Treatment Plant – Design continues with plan and specification preparation and detailing, etc. 5. Brinton Street Storm Sewer Rehabilitation Project – The project has been advertised for bids with bid submittal planned for 2/7/23 to the Stormwater Utility Board. Old Business: There was none. New Business: 1. Cancellation of Warrants – Ms. Gary stated that she was required by the state to distribute the list of outstanding warrants over two years old to the council by March 1st. She will cancel the warrants and put the money back into the fund from which it came. 2. EDUs – Mr. Zawadzki – Removed from the agenda. 3. E911 – Mr. Lutz – Removed from the agenda. 4. Parking Study – Mr. Cox – Removed from the agenda. 5. CCMG – Mr. Cooper would like the council’s blessing to apply for a CCMG for Tollgate Road from 236th Street to 231st Street. Mr. Cooper stated that the application deadline is 1/27/23. Mr. Hayden made a motion to approve Mr. Cooper’s request and allow President Blueher to sign the application. Mr. Cook seconded, motion carried. Miscellaneous: There was nothing. Comments by Citizens: There were none. Motion to Adjourn: Mr. Cook made the motion. Mr. Hayden seconded, motion carried.
