TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
TUESDAY, FEBRUARY 21, 2023 at 7:00 PM
Call to Order: President Blueher called the meeting to order and led the Pledge of Allegiance.
Ms. Gary gave the prayer. President Blueher called for roll call. Members of the Cicero Town
Council were present or absent as follows:

Declare a Quorum Present: President Blueher declared a quorum with four members present.
Others Present: Rhonda Gary, Clerk Treasurer

Terry Cooper, Street & Utilities Director

Approval of Agenda: Mr. Hayden made a motion to approve the agenda as amended. Mr.
Cook seconded, motion carried.

Mr. Hayden made a motion to approve the minutes listed above as presented.
Mr. Cook seconded; motion carried.
Approval of Claims: Mr. Cox made a motion to approve the claims dated 2/21/2023 as
presented. Mr. Cook seconded, motion carried.
Council Committee Reports:
1. OTC Report – President Blueher stated that OTC is busy planning 2023 events i.e., Street
and Christmas Festivals. They have applied for a $2500.00 grant. He also stated that
OTC is looking for new board members as Ms. Zupin is stepping down at the end of the
year.

2. EDC Report – Mr. Cox said that they didn’t meet this month; however, Mr. Cox was
happy to report that Mr. Bowen recently joined EDC.
3. SWU Management Board Report – SWU President Freeman stated that they met this
morning with Mr. Bryant who reviewed the three bids for the Brinton Street Rehab
Project. Insituform was the bid winner and selected for the project. Mr. Hayden made a
motion to accept the bid and allow President Blueher to sign the notice of award and
notice to proceed. Mr. Cook seconded, motion carried.
Legal Counsel Report – Mr. Culp had nothing at this time. Mr. Hayden inquired about the
status of the test well drilling. Mr. Culp received a message today and Mr. Karwath is
responding. He said that the ball is back in their court.
Cicero/Jackson Township Plan Commission Report – Mr. Zawadzki had nothing to report.
Town Engineer Report –
1. Tamarack – Town infrastructure complete for the most part. Final punch lists for
Sections 1-3 have been sent to the developer – when complete will be ready to
recommend Town acceptance of the infrastructure. Likely pending weather
improvement to complete. Section 4 final inspection will need to follow private lot
development as there is too much grading and disturbance now to fully inspect.
2. Auburn Estates - Section 1: Town infrastructure complete for the most part. A final
punch list was sent to the developer in December 2022 - when complete will be ready
to recommend Town acceptance of the infrastructure. Likely pending weather
improvement to complete.
3. Water – Waiting for site #3 access for test wells by Peerless Midwest on 3rd site.
4. Wastewater – Design continues with plan and specification preparation and detailing,
etc. Awaiting IDEM permit progression & comments prior to last push for bids.
a. IDEM inspected the plant and collection system and issued an Inspection
Summary / Noncompliance letter on February 9, 2022. After working with
Terry Cooper and Matt Dotson, I prepared and emailed a reply letter
yesterday. We have until March 9 to submit. If acceptable, it can be signed
today and emailed to me to file. Otherwise, we can wait until the first meeting
in March to discuss further. Mr. Hayden made a motion to approve the letter
and allow President Blueher to sign. Mr. Cooks seconded, motion carried.
1. SWU – Brinton Street Storm Sewer Rehabilitation Project: Bids were reviewed,
certified bid tabulation prepared and recommendation letter sent yesterday. The
Stormwater Utility Board approved the award as recommended today. If acceptable,
the Town Council can also approve the award as recommended and give Chad
Blueher the authority to sign future construction agreement documents.
Old Business: There was none.
New Business: Mr. Cooper inquired about the IDEM letter. Ms. Gary stated that the letter was
covered and approved under Town Engineer’s Report.
Miscellaneous: There was nothing.

Motion to Adjourn: Mr. Cook made the motion. Mr. Cox seconded, motion carried.
