TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, MAY 16, 2023 at 7:00 PM Call to Order: President Blueher called the meeting to order and led the Pledge of Allegiance. Ms. Gary gave the prayer. President Blueher called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Chad Blueher Absent: Jerry Cook Joseph Cox Eric Hayden Christopher Lutz Declare a Quorum Present: President Blueher declared a quorum with all members present. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Terry Cooper, Street & Utilities Director Jim Hunter, Parks Superintendent Aaron Culp, Town Attorney Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Dan Strong, Project Coordinator Approval of Agenda: Mr. Lutz made a motion to approve the agenda as amended. Mr. Hayden seconded, motion carried. Approval of Prior Minutes: Town Council Meeting Minutes, May 3, 2023, 7:00 PM Mr. Hayden made a motion to approve the May 3, 2023 Council Meeting Minutes. Mr. Cox seconded, motion carried. Approval of Claims: Mr. Hayden made a motion to approve the claims dated 5/16/23. Mr. Lutz seconded, motion carried. Council Committee Reports: 1. OTC Report – President Blueher had nothing new at this time. 2. EDC Report – Mr. Cox stated that the EDC meeting was cancelled this month; therefore, he has no update. 3. SWU Management Board Report – SWU President Freeman stated that there was a ribbon cutting ceremony for the Brinton Street Rehab Project; however, there is a hold up on materials with the contractor. Mr. Hayden added that the town streets need to be safe 1  for the July 4th celebration. President Freeman added that he hopes to get this project going quickly. Legal Counsel Report – Mr. Culp stated that the Indiana General Assembly recently concluded its annual session and that a number of pieces of legislation impacting the town had been adopted. He gave a brief overview of some of the new laws that were enacted. Cicero/Jackson Township Plan Commission Report – Plan Director Zawadzki had no updates. Town Engineer Report – Keith Bryant – 1. Tamarack – Mr. Bryant reported that Mr. Cooper, Mr. Zawadzki and Mr. Strong met with the HOA. He added the HOA items of concern to the remaining punch list and sent to MI Homes over the weekend. He is waiting to hear back concerning the punch list items. 2. Auburn Estates – Mr. Bryant has not heard back concerning when they plan to complete the punch list items. 3. Water – Mr. Bryant stated that Peerless Midwest will be pulling samples from Site #3 to check the water quality. Peerless Midwest should then prepare a proposal for a 12” casting installation to allow pump testing of the aquifer. 4. Wastewater – Mr. Bryant relayed that IDEM will be issuing construction permits in the next couple of weeks. He stated that there was a meeting last Friday to discuss financing options. A future meeting is anticipated to review the options, schedules, etc. 5. Tollgate Road – Mr. Bryant said that they are providing fieldwork and putting plans and documents together for the CCMG Project on Tollgate Road. Old Business: Task Force/FBI MOU – Chief Rednour had nothing new to report. New Business: There was nothing. Miscellaneous: President Blueher asked the council if they were ready to make a decision on removing the old skateboard park to be replaced with additional pickleball courts which was discussed at the staff meeting last week. They were. Parks Superintendent Hunter stated that the group making the request has raised $7500.00. They plan to run that through Friends of the Park. Mr. Cox made a motion to approve, not to exceed, $20,000.00 from CCD. Mr. Cook seconded, motion carried. Comments by Citizens: President Freeman inquired about recording SWU meetings. Mr. Culp replied that any meeting at town hall will be recorded. The state did not offer any dollars to offset the cost of recording, transmitting or storage. He went on to say that this is an attempt to be more transparent. More guidelines to follow. Motion to Adjourn: Mr. Cook made the motion. Mr. Cox seconded, motion carried.
