TOWN OF CICERO TOWN COUNCIL SPECIAL MEETING MINUTES TUESDAY, JUNE 13, 2023 at 6:00 PM Call to Order: President Blueher called the meeting to order. President Blueher called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Chad Blueher Absent: Jerry Cook Joseph Cox Eric Hayden Christopher Lutz Declare a Quorum Present: President Blueher declared a quorum with all members present. Others Present: Rhonda Gary, Clerk Treasurer Terry Cooper, Street & Utilities Director Aaron Culp, Town Attorney Keith Bryant, Town Engineer Dan Strong, Project Coordinator Miscellaneous: Council met with Mr. Doug Tischbein and Mr. Scott Huber with Reynolds Construction to discuss Build, Operate, Transfer (BOT), an option for the Wastewater Treatment Plant. Mr. Tischbein and Mr. Huber distributed a folder with references, background and benefits information. After a lengthy discussion concerning procurement, pricing, benefits, etc., council is interested, but would like more information on the subject. Mr. Bryant discussed potential operation costs for the Wastewater Treatment Plant as well as moving forward with IDEM. Council would like for Mr. Bryant to respond to IDEM via letter with current plan for the Wastewater Treatment Expansion Project. Motion to Adjourn: Mr. Cook made the motion.
