TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
WEDNESDAY, JULY 5, 2023 at 7:00 PM
Call to Order: President Blueher called the meeting to order and led the Pledge of Allegiance.
Ms. Gary gave the prayer. President Blueher called for roll call. Members of the Cicero Town
Council were present or absent as follows:

Declare a Quorum Present: President Blueher declared a quorum with all members
present.

Approval of Agenda: Mr. Cook made a motion to approve the agenda as amended. Mr. Lutz
seconded, motion carried.

Mr. Lutz made a motion to approve the minutes listed above. Mr. Hayden
seconded, motion carried.
Approval of Claims: Mr. Cook made a motion to approve the claims dated 7/5/23. Mr. Cox
seconded, motion carried.
Baker Tilly – Mr. Rogers was in attendance to present the town’s Financial Management
Reports for the water and sewer departments. He also touched on sources for financing
future projects.

Council Committee Reports:
1. OTC Report – President Blueher said that he had no update.
2. EDC Report – Mr. Cox stated that there was no meeting in July; therefore, he had no
update.
3. SWU Management Board Report – President Freeman had nothing to report.
Legal Counsel Report – Mr. Culp gave an update on PFAS (polyfluoroalkyl substance).
Cicero/Jackson Township Plan Commission Report – June 2023
• Permit Revenue: June 2023 = $10,496 YTD: $52,808
June 2022 = $21,230 YTD: $126,812
Difference: Month = -$10,734 YTD: -$74,004
• A total of 38 building permits were issued in June 2023. Twenty-two were within the
corporate limits (of which, 2 were for new homes).
• A total of 16 permits were issued in Jackson Township (of which, two were for new
homes).
• Estimated Cost of projects permitted $2,933,056.
Town Engineer Report –
1. Tamarack and Auburn Estates – Mr. Bryant had nothing new to add as he is still waiting
for the developers to complete punch lists. At that time, the town will accept the
infrastructure.
2. Water – Mr. Bryant stated that he is working with the town to explore all water supply
options.
3. Wastewater – Mr. Bryant touched on the BOT process and dates, IDEM enforcement and
virtual meeting dates. After checking schedules, it was decided on a proposed meeting
on 8/8/23 at 1:00 pm. Mr. Lutz and Mr. Cook plan to attend. Mr. Hayden would attend if
one of the others could not make it.
4. Tollgate Road – Mr. Bryant relayed that the Tollgate Road Project has been advertised
for bids. Those bids will be opened at the next council meeting.
5. Brinton Street Storm Water Rehab Project – Mr. Bryant updated the council on the
progress of the Brinton Street Storm Water Rehab Project. The contractor has been
cleaning and televising the sewers. He also stated that they hope to start lining around
7/19/23 and they plan to have the project completed by the end of July weather
permitting.
Old Business: The BOT committee was formed with Mr. Strong, Mr. Culp, Mr. Bryant and
Director Cooper. The two town council members to join the committee are Mr. Hayden
and President Blueher.
New Business: There was none.
Miscellaneous: Mr. Lutz commended the department heads for their leadership for a job well
done during the July 4th celebration. Mr. Lutz asked that they relay to their employees
that the July 4th celebration was a huge success thanks to their efforts.

Motion to Adjourn: Mr. Cox made the motion. Mr. Lutz seconded, motion carried.
