TOWN OF CICERO TOWN COUNCIL MEETING MINUTES TUESDAY, JULY 18, 2023 at 7:00 PM Call to Order: President Blueher called the meeting to order and led the Pledge of Allegiance. Ms. Gary gave the prayer. President Blueher called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Chad Blueher Absent: Jerry Cook Joseph Cox Eric Hayden Christopher Lutz Declare a Quorum Present: President Blueher declared a quorum with all members present. Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Lance Overholser, Fire Chief Terry Cooper, Street & Utilities Director Jim Hunter, Parks Superintendent Aaron Culp, Town Attorney Keith Bryant, Town Engineer Bruce Freeman, Storm Water Management Board President Dan Strong, Project Coordinator Approval of Agenda: Mr. Cox made a motion to approve the agenda as amended. Mr. Cook seconded, motion carried. Approval of Prior Minutes: Town Council Meeting Minutes, July 5, 2023, 7:00 PM Town Council Staff Meeting Minutes, July 13, 2023, 7:00 PM Mr. Cook made a motion to approve the minutes listed above. Mr. Cox seconded, motion carried. Approval of Claims: Mr. Lutz made a motion to approve the claims dated 7/18/23. Mr. Hayden seconded, motion carried. Open Bids for the Tollgate Road Rehabilitation Project – Bids were as follows: Baumgartner & Company Asphalt Services - $963,940.00 Grady Bros. - $1,249,950.00 HIS Constructors, Inc. - $1,186,313.00 Howard Companies - $742,450.70 Midwest Paving, LLC - $676,751.34 United Construction Services, LLC - $938,232.48 1 Mr. Hayden made a motion to accept the lowest, most responsible bid contingent on legal and engineering review and to allow President Blueher to sign notice of award. Mr. Cook seconded, motion carried. Council Committee Reports: 1. OTC Report – President Blueher had no update. 2. EDC Report – Mr. Cox had no update. 3. SWU Management Board Report – SWU President Freeman had nothing to report. Legal Counsel Report – Mr. Culp stated that there needs to be a review of permits/waivers for events such as Lights Over Morse Lake to ensure that department heads are aware of events. More information to follow at a later date. Cicero/Jackson Township Plan Commission Report – Mr. Zawadzki was not present. Town Engineer Report – 1. Tamarack – Mr. Bryant stated that they are still working on the punch list; therefore, they are not ready for the town to accept the infrastructure. 2. Auburn Estates – Mr. Bryant relayed that the developer has responded indicating completion of the punch list. United and Mr. Cooper’s staff will inspect and verify. If complete, the town council can consider accepting the infrastructure and the performance bonds will be converted to maintenance bonds. 3. Water – Mr. Bryant said that United, Mr. Cooper, Mr. Strong and others with the town are evaluating additional options for water. 4. Wastewater – Mr. Bryant stated that the Build, Operate, Transfer (BOT) request for proposals has been advertised. Submittals will be received until 8/1/23. In addition, Mr. Bryant stated that there is a meeting with IDEM on the agreed order scheduled for 8/8/23. 5. Tollgate Road – Mr. Bryant referred to the bids to be opened for the project. 6. Brinton Street Storm Water Rehab Project – Mr. Bryant briefly talked about the progress on the project. He also stated that they will probably start lining the last week of July and finish the manhole on Brinton Street. Old Business: Mr. Lutz made a motion to approve the BakerTilly Agreement dated 5/2/23. Mr. Cook seconded, motion carried. New Business: Heuer Parking Lot – Removed from the agenda by President Blueher. Miscellaneous: a. Mr. Lutz inquired about the 8/10/23 staff meeting which will be a continuation of the 2024 budget. It was decided that department heads do not need to attend. b. Mr. Lutz asked for an executive session. The council decided and asked Ms. Gary to schedule an executive session for 7/25/23 at 7:00. Comments by Citizens: SWU President Freeman inquired about the bids and scope of work on Tollgate Road. 2 Motion to Adjourn: Mr. Hayden made the motion. Mr. Cox seconded, motion carried.
