TOWN OF CICERO TOWN COUNCIL STAFF MEETING MINUTES OCTOBER 12, 2023 at 7:00 PM Call to Order: President Blueher called the meeting to order. Present: Chad Blueher Absent: Dennis Johnson Joe Cox Eric Hayden Chris Lutz Others Present: Rhonda Gary, Clerk Treasurer Jeff Rednour, Police Chief Lance Overholser, Fire Chief Frank Zawadzki, Cicero/Jackson Township Plan Commission Director Jim Hunter, Parks Superintendent Dan Strong, Project Coordinator 1. Town Council – a. Mr. Lutz inquired about a rate study for water and sewer rates for 2024. Mr. Strong will follow up with BakerTilly and report back to the council. b. Edgewater Crossing – President Blueher inquired about the culvert at Edgewater Crossing. Chief Overholser stated that it was done for safety as there was only one entry/exit point prior to that. c. Executive Session – Ms. Gary will schedule an executive session prior to the next council meeting. d. Wastewater Treatment Plant Update – Mr. Strong met with the ARPA Committee. In the end, the committee had some asks. Mr. Strong is working through them to accommodate. There are meetings scheduled for 10/16/23 and 10/26/23. Mr. Strong will have more information to relay after those meetings. 2. Parks – a. Veteran Mike Drake Plaque – Superintendent Hunter presented a handout with the plaque and talked about the location and dimensions of the plaque. Council gave Superintendent the leniency to pursue this. b. Corporate Sponsorship – Superintendent Hunter asked council’s blessing to pursue corporate sponsorships at the ball diamonds. He gave a brief proposal of his plan. Council is ok with his proposal. c. 2024 Dock rates – Superintendent Hunter will present the 2024 dock rates in the near future. d. Pickleball Courts – Superintendent Hunter stated that work continues at the pickleball courts, and they anticipate finishing on Monday. e. Dog Park Expansion – Superintendent Hunter touched on the dog park expansion. Council was surprised to learn how much the park is utilized. f. Parking at Community Park – Council inquired about the parking with the fencing that Utility Director Cooper is putting up near there. Superintendent Hunter doesn’t think it will create a problem. g. Red Bridge – Superintendent Hunter relayed that the north side of the path needs attention and he will be working on that. 1 h. Public Access Dock – There was a brief discussion about expanding the public access docks. It was decided that there needs to be further discussion. 3. Plan – Plan Commissioner Zawadzki reported that a couple of ordinances will be moving from the plan commission to the town council with favorable recommendations for the council to consider. 4. Fire – a. Parade Policy – Deputy Chief Smith presented an updated parade policy. He stated that he had previously presented it, but made the changes that the council recommended. Deputy Smith stated that Mr. Culp found the changes acceptable. Council was ok with the changes. Ms. Gary will add it to the next council meeting agenda. b. 2024 Eclipse – Deputy Chief Smith informed the council that the preparations for the 2024 eclipse are underway. The council was surprised to learn about the significance of the event. In the end, the council thanked Mr. Smith and asked that he continue to plan and prepare for the event. c. Event Application Deadline Discussion – After a brief discussion, Chief Overholser stated that he is working with Mr. Strong and a draft will be coming soon. d. PRN Salaries – Chief Overholser prepared for discussion part time salaries. In the end, the council asked Chief Overholser to put together some numbers for review. 5. Police – Chief Rednour had nothing to report. 6. Water/Wastewater – Superintendent Cooper was not present. 7. Clerk Treasurer –.Ms. Gary had nothing to report. 8. Project Coordinator – Mr. Strong had nothing to report. Motion to Adjourn: Mr. Cox made the motion. Mr. Lutz seconded, motion carried. Signatures on Official Documents!
