TOWN OF CICERO TOWN COUNCIL SPECIAL MEETING MINUTES TUESDAY, NOVEMBER 7, 2023 at 6:30 PM Call to Order: President Blueher called the meeting to order and called for roll call. Members of the Cicero Town Council were present or absent as follows: Present: Chad Blueher Absent: Joseph Cox Eric Hayden Dennis Johnson Christopher Lutz Declare a Quorum Present: President Blueher declared a quorum with all members present. Others Present: Terry Cooper, Street & Utilities Director Aaron Culp, Town Attorney Dan Strong, Project Coordinator Doug Tischbein, Reynolds Construction Tina Henderson, Mendenhall & Associates Mark Hall, Hamilton County Councilman Lisa Hall, Hamilton County Resident Dann Barrett, United Consulting Miscellaneous: Mr. Strong started off the meeting with a brief introduction concerning the Wastewater Treatment Project. Mr. Tischbein then reviewed the agenda that he had distributed at an earlier meeting. Mr. Barrett continued on with a schedule of estimated project costs and funding options. He also discussed the different options that the town is facing concerning the several alternatives the town has to consider for the project. Ms. Henderson believes a commitment letter will suffice for the county and IDEM. She will work on that to give the council time to decide on the best course of action. Council discussed the many options that were presented, but would like to step back and take a minute to digest all of the information before making a decision. In the end, it was decided that Ms. Henderson will work with Mr. Bryant, United Consulting and Mr. Rogers and Mr. Miller, BakerTilly to construct a timeline. In addition, Mr. Strong will work with Mr. Culp to put together numbers and information for the project for the ARPA Committee. Council requested Ms. Gary to place this on the next staff meeting agenda which is 11/14/23. 1 Motion to Adjourn: Mr. Hayden made the motion. Mr. Lutz seconded, motion carried.
