TOWN OF CICERO
TOWN COUNCIL MEETING MINUTES
TUESDAY, DECEMBER 16, 2025 at 7:00 PM
Call to Order: President Cox called the meeting to order and led the Pledge of Allegiance. Ms.
Gary gave the prayer. President Cox called for roll call. Members of the Cicero Town Council
were present or absent as follows:

Declare a Quorum Present: President Cox declared a quorum with four members present.
Others Present: Rhonda Gary, Clerk Treasurer

Aaron Culp, Town Attorney

Approval of Agenda: Ms. Pearson made a motion to approve the agenda as amended, Mr.
Johnson seconded, motion carried 4-0.
Approval of Prior Minutes:
Town Council Executive Session Memorandum, December 2, 2025, 6:30 PM
Town Council Meeting Minutes, December 2, 2025, 7:00 PM
Mr. Johnson made a motion to approve the minutes listed above. Ms. Pearson
seconded, motion carried 4-0.
Approval of 12/16/25 Claims: Mr. Johnson made a motion to approve claims dated 12/16/25 as
presented. Mr. Everett seconded, motion carried 4-0.
Barnes & Thornburg TIF Presentation – Mr. Pittman distributed TIF Handbooks to the
council and Ms. Gary. He proceeded to give a presentation concerning how the assessment and
Tax Increment Financing (TIF) process works.
Council Committee Reports:
1. EDC Report – There was no report.
2. SWU Management Board Report – Mr. Freeman asked that Ms. Gary post on the town’s
website and/or Facebook page to do our best to keep the stormwater drains free of debris
to avoid flooding.

Legal Counsel Report – Mr. Culp briefly touched on the Cicero Community Development
Corporation (CDC), the title owner of the NRG Property. Afterwards, President Cox appointed
Mr. Strong to the Cicero CDC Board of Directors. Ms. Pearson then made a motion to nominate
Mr. Johnson and Mr. Everett to the CDC Board of Directors. President Cox seconded, motion
carried 4-0.
Cicero/Jackson Township Plan Commission Report – Mr. Zawadzki and Mr. Strong had
nothing to report.
Town Engineer Report –
1. Wastewater – Mr. Bryant reported that Reynolds continues to work on the control
building, oxidation ditch and digester rehabilitation, pouring sludge bed walls as well as
slabs, etc. They have completed the blower and digester aeration system start up and
they are back in service. He said that they are moving along and working best as they
can with the weather. They will probably have a skeleton crew the next two weeks due to
the holidays.
2. West Jackson Street – Mr. Bryant relayed that the replacement light fixtures and globes
have been ordered as well as the ADA parking signs. They are also finishing up some
miscellaneous items. Afterwards, Mr. Everett made a motion to approve the pipe
bollards. Ms. Pearson seconded, motion carried 4-0.
3. 2025 Community Crossings Matching Grant – Mr. Bryant stated that the project is
completely done. They’ve done a punch list and will assemble a final change order.
Once that’s complete, we’ll work on closing out that grant.
4. Morse Landing Drive (SWU) Project – Mr. Bryant relayed that the project is scheduled to
bid 1/28/26 and has been sent for advertisement; however, there is a scheduling conflict.
Ms. Gary will resend once a new date is confirmed.
5. 2026 Community Crossings Matching Grant (E Jackson St) – Mr. Bryant stated that they
have started pulling bid documents together. He would like to advertise in January to
receive bids for the first meeting in February in order to meet the CCMG March 1st
deadline.
Old Business: There was none.
New Business:
a. Friends of the Park – Mr. Everett made a motion to donate $500.00 to Friends of the Park
from Economic Development Committee (EDC). Mr. Johnson seconded, motion carried
3-0 with Ms. Pearson abstaining as she is a member of Friends of the Park.
b. Transfer Resolution 12-16-2025-01 – After a brief conversation, Ms. Pearson made a
motion to approve Transfer Resolution 12-16-2025-01. Mr. Johnson seconded, motion
carried 4-0.
c. Salary Ordinance 11-18-2025-01 (amendment) – Ms. Pearson made a motion to approve
the Salary Ordinance 11-18-2025-01 (amendment). Mr. Johnson seconded, motion
carried 4-0.

Miscellaneous: President Cox thanked Chief Overholser who was not in attendance for his
years of service and dedication to the Town of Cicero. He also wished all a very Merry
Christmas.
Comments by Citizens: Mr. Green, Cicero resident, inquired about a contact person for
Comcast, the cable service provider in his area and if there are any other options in his area. Mr.
Culp gave Mr. Green contact information that he has used in the past for the Office of Utility
Consumer Councilor as they might be able to assist in addressing Mr. Green’s concerns.
Motion to Adjourn: Mr. Johnson made the motion. Mr. Everett seconded, motion carried 4-0.
