Full digital recording is available on City Website. Members Present: Beth Mason, Megan Travis, Jim Stanley and Clerks Brenda Short and Suzanne Channell. Tyler Cruz was excused. Beth Mason called meeting to order at 4:30 pm. Approval of Minutes: Megan Travis made motion to approve minutes from October 2023 as recorded. Beth Mason seconded the motion. All in favor, motion carried. President’s Report: Beth Mason made a motion for Cobb Weese’s Memorial Award to be presented by the Park Board instead of the youth baseball league. The award would be presented at the end of the season which would be the first meeting in July. Megan seconded this motion, motion carried. Service Director’s Report: Jim Stanley said there is a preliminary report for a new Pavilion at Ted Lewis Park. This facility will have storage space, a restroom and a concession stand. He also stated the City has applied for a grant for the work being done at Barthelmas Park. This work will also include bike paths and a new playground area. Jim introduced Tom Davis as the new park consultant for the City of Circleville. New Business: Jeff Coleman spoke about adding a bike/skate park at Barthlemas Park. He said currently there are a lot of kids riding their bikes there in the parking lot and it is not safe. He provided information on skate parks in other municipalities. Eric Potts spoke about having a youth bike league similar to the one he currently takes his son to in Worthington. This league is for kids age 3 years to high school. Ty Ankrom spoke on behalf of the Friends of Ted Lewis regarding LED lighting being installed at the softball fields. He asked for $40,000.00 from the PCCF funds to complete this work. Beth Mason made a motion to approve this, Megan Travis seconded. Motion carried. The board was asked if Uptown Circleville could utilize Ted Lewis Park on July 21st for a family friendly event that will have food trucks and music. Megan made a motion to approve, Beth seconded the motion. Jim Stanley spoke about the condition of the concession stand at Ted Lewis. The concession stand needs to be demoed however the decision was made to keep it standing for the time being so it can still be utilized for storage space. Because this concession cannot be used to sell food, there is no reason to obtain a license from the Health Department. If they want to use tents to sell food, they can get a temporary license from the Health Department. Jim stated there is a fence at Barthelmas Park that is falling down. It is damaged due to weather conditions and vandalism. Beth Mason made a motion to remove the fence, seconded by Megan Travis. Motion carried. Susan Metzger with PAAC asked if they could have a bounce house at Mary Virginia Park on May 18th for a Color of Hope event. Beth Mason made a motion to approve as long as the owner of the bounce house carries $2,000,000 liability insurance with the City of Circleville as the certificate holder. Megan Travis seconded. Megan Travis made a motion to keep officers as they currently are. This would be Beth Mason as Chairman, Megan Travis as Vice-Chairman and Tyler Cruz as Secretary. Megan Travis seconded this motion, motion carried. Beth Mason made a motion to approve the softball league using the ball diamonds at Ted Lewis for practice until their numbers are verified. Megan Travis seconded this. Beth made a motion to adjourn the meeting at 5:19 pm, Megan Travis seconded. Meeting adjourned.
