Full digital recording is available on the City Website Members Present: Mike Combs, Dick Liston, Jim Stanley, Megan Travis, Michelle Blanton, Kim Frericks and Clerk Suzanne Channell. Jim Stanley called the meeting to order at 5:30 pm. Roll Call. Election of 2026 officers took place, and it was decided to keep it as is with Jim Stanley as the Chair, Michelle Blanton as Vice-Chair and Kim Frericks as Secretary. Dick Liston made a motion to approve, seconded by Mike Combs. All in favor. Approval of minutes: A motion was made by Megan Travis to approve December’s meeting minutes, seconded by Mike Combs. All in favor, minutes recorded as they are. Chad Conley was the first to speak regarding Site Plan Design# 1-26 as requested by Hope House of Pickaway County for a men’s shelter located at 327 E. Mill St. He said they received this property from PARS and would be building a 2,640 square foot building. Jim Stanley said he wanted to make sure the sidewalks were added to the site plan, which they already are. Dick Liston made a motion to approve, seconded by Michelle Blanton. Roll call. All in favor, motion carried. Next on the agenda was Final Plat# 2-25 as requested by Nicholas Clifton for the Reserve at Clifton Estates – Phase 1 located at 0 Dunkle Rd. Craig Stevenson spoke and said there will be 21 lots in this space. The streets, water and sanitary have been approved. Jim stated that when the HOA is formed, the City will still require permits. This needs documented before Council will approve. Kim Frericks made a motion to approve, seconded by Mike Combs. Roll call. All in favor. Paul Cugini was present for Preliminary Subdivision Plat# 1-26 as requested by Curtis Prill of EMH&T for Wesley Commons located at 0 Lancaster Pike. Mike Combs made a motion to approve, seconded by Dick Liston. All in favor, motion carried. The last item on the agenda was Site Plan Design# 2-26 as requested by the City of Circleville for new pickleball courts, a basketball court and shelter house at Barthelmas Park located at 830 Kingston Pike. The Park Commission has already approved the locations of the courts and shelter house. Kim Frericks made a motion to approve, seconded by Dick Liston. Roll call. All in favor. Dick Schmidt was present to speak about a property off of S. Washington St. He said before they move forward with purchasing the property, he wanted the thoughts of the P&Z Commission to see if it would be a possibility to rezone to Community Service for a food pantry. The property is approximately 2.5 acres. Hannah said the Community Service District is kind of spot zoning and sees no problem with this fitting in there. Jim also said he doesn’t see an issue with it, but it would take time to get through the process of rezoning. Michelle Blanton made a motion to adjourn, seconded by Megan Travis. All in favor.
