STRATEGIC PLANNING COMMITTEE MINUTES 5/5/2026 Circleville City Strategic Planning Committee convened in City Council Chambers 2nd Fl 127 South Court St., Circleville, Ohio 43113 on Tuesday, May 5, 2026, at 6:45 p.m. Members present: Chair Sheri Theis, Tom Klitzka, Jake Davison, and Clerk Melissa Burns. Other Council members present: Tom Duvall, John Moats, and Jeff Hallinin. Invited guests present: Planner Hannah Wynne and Mayor Michelle Blanton. Theis called the meeting to order at 6:45 p.m. with Roll Call. Klitzka motioned to approve the meeting minutes from April 21, 2026. Davison seconded. Motion carried. New Business: a) AN ORDINANCE AMENDING ORDINANCE #02-11-2006 TO CORRECT EXHIBIT A, AREA 3 OF THE CIRCLEVILLE ANNEXATION AGREEMENT TERRITORY MAP BETWEEN THE CITY OF CIRCLEVILLE AND THE BOARD OF TRUSTEES OF CIRCLEVILLE TOWNSHIP AND DECLARING AN EMERGENCY. Discussion: Planner Wynne explained that the ordinance amends Area 3 of the annexation agreement between the City of Circleville and Circleville Township. The proposed amendment would add approximately 100 acres, including several properties intended for future development. This change is expected to streamline the annexation process. Circleville Township is currently considering similar legislation. Theis requested a breakdown of the services the City would provide. Planner Wynne stated that the City would supply water and sewer services (noting that Earnhart Hill retains first right of refusal in this area), along with police and fire protection, and major street maintenance such as repaving. Wynne confirmed that the developer would be responsible for grading and installing infrastructure. MOTION & ROLL CALL VOTE: Theis motioned to forward the Ordinance to the next City Council meeting on May 19, 2026, with a recommendation for passage. Davison seconded. (3 Yeas, 0 Nays).
