STRATEGIC PLANNING COMMITTEE MINUTES 5/19/2026 Circleville City Strategic Planning Committee convened in City Council Chambers 2nd Fl 127 South Court St., Circleville, Ohio 43113 on Tuesday, May 19, 2026, at 6:30 p.m. Members present: Chair Sheri Theis, Tom Klitzka, Jake Davison, and Clerks Melissa Burns and Sarah Kolesar. Other Council members present: President Barry Keller. Invited guests present: Mayor Michelle Blanton. Theis called the meeting to order at 6:30 p.m. with Roll Call. Klitzka motioned to approve the meeting minutes from May 5, 2026. Davison seconded. Motion carried. New Business: a) AN ORDINANCE AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE TO ENTER INTO A DEVELOPER’S AGREEMENT WITH CUGINI & CAPOCCIA BUILDERS INC., FOR THE DEVELOPMENT OF THE WESLEY COMMONS SUBDIVISION AND AN OFF-SITE ROUNDTOWN TRAIL CONNECTION TO THE DEVELOPMENT IN THE CITY OF CIRCLEVILLE. Discussion: Theis explained that this Ordinance came from the Service Department, pertaining to the Wesley Commons Subdivision development underway by the Schools and the City’s goal is to connect the back of the Subdivision to the Roundtown Trail. President Keller pointed out that this is a trail that the City has requested the Developer to install, as part of the bigger plan to connect the parks and trails throughout the City, explaining as to why the City is contributing funds for the project. Theis emphasized that the trail will be paved. Davison expressed enthusiasm for this project and appreciated the ability for citizens to take walks/jogs and enjoy the trails and scenery without having to cross roadways. MOTION & ROLL CALL VOTE: Davison motioned to forward the Ordinance to the next City Council meeting on June 2, 2026, with a recommendation for passage. Klitzka seconded. (3 Yeas, 0 Nays).
