To allow for public participation, the City Council will conduct its meeting through Zoom Video Communications. To participate in the meeting from the comfort of your own home or office, download Zoom on any phone or computer device and use the following link to access and participate in the live City Council meeting at 6:30 p.m.: https://zoom.us/j/256208090 or to only listen from the phone dial (213)338-8477, Webinar ID: 256 208 090. Members of the public who wish to address the City Council on any matter listed on the agenda or a subject matter within the jurisdiction of the City Council may utilize the following methods. The Council requests, but does not require, the public speakers to identify themselves. OPTION 1: LIVE COMMENTS - Through Zoom, someone wishing to speak may virtually "raise your hand". Wait to be called upon by the City Clerk, and then you may provide verbal comments for up to 4 minutes. CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons in the audience who wish to comment on items that ARE NOT LISTED ON THIS AGENDA, but are within the jurisdiction of the City Council. Public Comment will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. The Council requests, but does not require, speakers to identify themselves. When you come up to speak, please state your name unless you wish to remain anonymous. ADOPTION OF A RESOLUTION APPROVING CITY WARRANT REGISTERS Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated April 16, 2020. Attachment(s): Draft Regular Meeting Minutes of April 14, 2020 3. 2019-20 CITIZENS’ OPTION FOR PUBLIC SAFETY/SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUNDS GRANT SPENDING PLAN (FUNDING SOURCE: SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUND) Recommendation: Staff recommends that the City Council approve the Citizens' Option for Public Safety/Supplemental Law Enforcement Services Funds (COPS/SLESF) funding expenditure recommendations for 2019-20, in the amount of $102,500. Page 4 City Council Agenda April 28, 2020 4. COOPERATION AGREEMENT FOR THE 2021-2023 LOS ANGELES URBAN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM QUALIFICATION PERIOD (FUNDING SOURCE: COMMUNITY DEVELOPMENT BLOCK GRANT FUND) Recommendation: Staff recommends that the City Council adopt a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING PARTICIPATION IN THE LOS ANGELES URBAN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM BY AUTHORIZING THE MAYOR, OR HIS/HER DESIGNEE, TO SIGN A COOPERATION AGREEMENT WITH THE COUNTY OF LOS ANGELES. 5. AWARD OF CONTRACT TO TUNNELWORKS SERVICES, INC., FOR THE SEWER REHABILITATION PROJECT PHASE 2 (FUNDING SOURCE: SEWER FUND - BUDGETED) Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to enter into a contract with Tunnelworks Services, Inc. in the amount of $261,630 for the Sewer Rehabilitation Project Phase 2; and B. Authorize a project contingency of ten percent in the amount of $26,163. 6. INVESTMENT REPORT - QUARTER ENDING MARCH 31, 2020 Recommendation: Staff recommends that the City Council receive and accept the Investment Report for the quarter ending March 31, 2020. AMENDMENT TO THE CONTRACT FOR PROFESSIONAL SERVICES FOR ENVIRONMENTAL REVIEW OF THE COMMONS PROJECT SPECIFIC PLAN (FUNDING SOURCE: PROJECT APPLICANT) Recommendation: Staff recommends that the City Council authorize the City Manager to amend the original agreement with LSA Associates to add additional compensation of $30,665 to complete the associated Environmental Impact Report for the Commons Project. 8. RESOLUTION AND AUTHORIZATION TO SUBMIT LOCAL EARLY ACTION PLANNING GRANT PROGRAM (LEAP) APPLICATION TO THE STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD) (FUNDING SOURCE: STATE OF CALIFORNIA) Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, COUNTY OF LOS ANGELES, AUTHORIZING THE APPLICATION FOR, AND RECEIPT OF, LOCAL GOVERNMENT PLANNING SUPPORT GRANT PROGRAM FUNDS. Page 5 City Council Agenda April 28, 2020 9. AUTHORIZATION TO AMEND THE EXISTING PROFESSIONAL SERVICES AGREEMENT WITH JBOHN ASSOCIATES TO COMPLETE THE CITYWIDE BUS STOP SHELTER IMPROVEMENT PROJECT (FUNDING SOURCE: PROPOSITION C FUND) Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to execute an amendment to the existing professional services agreement with JBohn Associates to add additional compensation of $25,000 in order to complete the Citywide Bus Stop Shelter Improvement Project; and B. EXTENSION OF THE CITY’S PROCLAMATION FOR THE EXISTENCE OF A LOCAL EMERGENCY RELATED TO THE COVID-19 VIRUS (CORONAVIRUS) Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY OF CLAREMONT, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, EXTENDING THE PROCLAMATION OF THE EXISTENCE OF A LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID-19).
