To allow for public participation, the City Council will conduct its meeting through Zoom Video Communications. Members of the public who wish to address the City Council on any matter listed on the agenda or a subject matter within the jurisdiction of the City Council may utilize the following methods. Wait to be called upon by the City Clerk, and then you may provide verbal comments for up to 4 minutes. RESOLUTION DESIGNATING AN AGENT FOR THE PURPOSE OF OBTAINING FINANCIAL ASSISTANCE FOR DISASTER RELIEF Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA DESIGNATING AN AGENT FOR THE PURPOSE OF OBTAINING FINANCIAL ASSISTANCE FOR DISASTER RELIEF. AUTHORIZATION TO AMEND EXISTING PROFESSIONAL SERVICES AGREEMENT WITH SILVER & WRIGHT LLP FOR SPECIAL LEGAL SERVICES RELATED TO CODE ENFORCEMENT ACTIONS (FUNDING SOURCE: GENERAL FUND - BUDGETED) Recommendation: Staff recommends that the City Council authorize the City Manager to amend the agreement with Silver & Wright LLP to increase compensation by $30,000, for a total amount not to exceed $130,000, and extend the agreement through December 31, 2020. 5. RENT RELIEF FOR FIRST STREET PARKING STRUCTURE TENANTS AND ABC PRESCHOOL (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council approve rent relief measures for tenants of the City-owned First Street Parking Structure and the ABC Preschool as outlined in the staff report, and authorize the City Manager to execute any documents necessary to implement the measures. 6. AWARD OF CONTRACT TO STAPLES, INC. FOR PURCHASE OF STREET SWEEPER (FUNDING SOURCE: FOOTHILL RELINQUISHMENT FUND) Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to enter into a contract with Staples, Inc. in the amount to $82,417 for the purchase of one Tennant Model 800 sweeper; and B. Appropriate $82,417 from the Foothill Relinquishment Fund to fully fund the purchase of the sweeper. 7. AWARD OF CONTRACT TO GRAND CENTRAL RECYCLING & TRANSFER STATION, INC. TO PROVIDE SOLID WASTE HAULING SERVICES FROM THE CITY YARD TRANSFER STATION TO MID-VALLEY LANDFILL (FUNDING SOURCE: SANITATION FUND - BUDGETED) Recommendation: Staff recommends that the City Council authorize the City Manager to enter into a fourteen month contract through June 30, 2021 with four optional one year extensions with Grand Central Recycling & Transfer Station, Inc. in an amount not to exceed $250,000 per year for solid waste hauling services from the City Yard transfer station to the Mid-Valley Landfill. Page 5 City Council Agenda April 14, 2020 8. AWARD OF CONTRACT TO GRAND CENTRAL RECYCLING & TRANSFER STATION, INC. FOR TRANSFERRING SOLID WASTE FROM THE POMONA VALLEY TRANSFER STATION TO MID-VALLEY LANDFILL (FUNDING SOURCE: SANITATION FUND - BUDGETED) Recommendation: Staff recommends that the City Council authorize the City Manager to enter into a fourteen month agreement through June 30, 2021 with four optional one year extensions with Grand Central Recycling & Transfer Station, Inc. in an amount not-to-exceed $150,000 per year for solid waste transfer services from the Pomona Valley Transfer Station to the Mid Valley Landfill. 9. ADOPTION OF A RESOLUTION FOR FUNDING FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT MEASURE A FUND (FUNDING SOURCE - LANDSCAPE AND LIGHTING DISTRICT FUND - BUDGETED) Recommendation: Staff recommends that the City Council adopt a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA APPROVING THE FILING OF AN APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR MEASURE A FUNDING FOR PROJECTS AND PROGRAMS. AMENDMENT TO THE COOPERATIVE AGREEMENT FOR WATERSHED MANAGEMENT/MS4 COMPLIANCE BETWEEN THE CITIES OF CLAREMONT, LA VERNE, POMONA, AND SAN DIMAS (FUNDING SOURCE: GENERAL FUND - BUDGETED AND MEASURE W FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to execute the amendment to the Cooperative Agreement for the ESGVWMG for Claremont's participating cost of $75,788 for 2019-20. 12. UNITED STATES BICYCLE ROUTE SYSTEM (USBRS) - CLAREMONT PORTION OF UNITED STATES BICYCLE ROUTE 66 Recommendation: Staff recommends that the City Council support the proposed designation and direct staff to provide a letter of support for the designation of the proposed U.S. Bicycle Route 66 through the City of Claremont. PUBLIC HEARINGS - None ORDINANCE 13. CONSIDERATION OF AN URGENCY ORDINANCE SUPPLEMENTING NATIONAL AND Page 6 City Council Agenda April 14, 2020 STATE MORATORIA ON RESIDENTIAL EVICTIONS TO CLARIFY AND ADD PROTECTIONS FOR TENANTS WHO SUFFER A SUBSTANTIAL FINANCIAL HARDSHIP RELATED TO COVID-19 Recommendation: Staff recommends that the City Council discuss and select one of the following options: A. Waive further reading and adopt AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ENACTED PURSUANT TO CALIFORNIA GOVERNMENT CODE SECTIONS 8634, 36934, AND 36937 SUPPLEMENTING NATIONAL AND STATE MORATORIA ON RESIDENTIAL EVICTIONS TO CLARIFY AND ADD PROTECTIONS FOR TENANTS WHO SUFFER A SUBSTANTIAL FINANCIAL HARDSHIP RELATED TO COVID-19. B. Do not adopt the proposed urgency ordinance. C. Request changes to the proposed urgency ordinance, and direct staff to bring the revised ordinance back for consideration at a future City Council meeting.
