To allow for public participation, the City Council will conduct its meeting through Zoom Video Communications. Members of the public who wish to address the City Council on any matter listed on the agenda or a subject matter within the jurisdiction of the City Council may utilize the following methods. APPOINTMENT TO THE PLANNING COMMISSION Recommendation: The City Council Ad Hoc Selection Committee recommends that the City Council appoint Mario Alvarez to the Planning Commission for a term to expire August 31, 2025. 2. APPOINTMENT TO THE SAN GABRIEL VALLEY MOSQUITO ABATEMENT AND VECTOR CONTROL DISTRICT BOARD OF TRUSTEES Recommendation: Staff recommends that the City Council appoint a delegate to serve on the San Gabriel Valley Mosquito and Vector Control District Board of Trustees for a two-year term commencing January 1, 2022. Council Assignment Reports City Councilmembers may serve as representatives on regional organizations. This time is allocated for reports about their activities. CITY MANAGER REPORT Page 3 City Council Agenda October 26, 2021 PUBLIC COMMENT The Council has set aside this time for persons in the audience who wish to comment on items that ARE NOT LISTED ON THIS AGENDA, but are within the jurisdiction of the City Council. Members of the audience will later have the opportunity to address the City Council regarding ALL OTHER ITEMS ON THE AGENDA at the time the Council considers those items. At this time the Council will take public comment for 30 minutes. Public Comment will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. The Council requests, but does not require, speakers to identify themselves. When you come up to speak, please state your name unless you wish to remain anonymous. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated October 14, 2021. RESOLUTION RECONFIRMING THE EXISTENCE OF A STATE OF EMERGENCY DUE TO THE COVID-19 PANDEMIC Recommendation: Staff recommends that the City Council, in consideration of the ongoing state of emergency due to the COVID-19 pandemic, and existing public health orders, adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, RECONFIRMING THE EXISTENCE OF A STATE OF EMERGENCY DUE TO THE COVID-19 PANDEMIC. Authorize the City Manager to enter into a professional services agreement with Dudek Environmental Planning in the amount of $59,640 to complete a Specific Plan for the Clara Oaks project. Authorize the City Manager to enter into an agreement with Psomas for an amount not to exceed $34,875 for the preparation of an addendum for the Claremont Corporate Yard Transfer Station Solid Waste Facility Permit; and B. Appropriate $34,875 from Sanitation Fund balance to fully fund the agreement. Allocate $1,000,000 of the 2020-21 General Fund surplus for an additional discretionary payment to CalPERS to pay down the unfunded liability on the City's employee pension plans; B. Allocate $1,000,000 of the 2020-21 General Fund surplus for a contribution to fund the City's Section 115 Pension Trust; C. Approve the proposed Section 115 Pension Trust Policy; D. Allocate $1,000,000 of the 2020-21 General Fund surplus to the City's Operating and Environmental Emergency Reserve; E. Allocate $898,068 of the 2020-21 General Fund surplus to the City's Equipment and Facility Revolving Reserve; and F. Allocate $300,000 of the 2020-21 General Fund surplus for future open space acquisitions and implementation of the Wilderness Park Master Plan.
