The Brown Act provides for an opportunity for members of the public to address the City Council concerning the items listed below. Each speaker will be limited to four (4) continuous minutes. Pursuant to the local emergency concerning the COVID-19 virus declared by the City Council of the City of Claremont on March 19, 2020, and in accordance with State Assembly Bill 361 (2021-2022 Regular Session, codified at California Government Code Section 54953(e)), the following protocols will apply to public participation for the duration of the emergency: Members of the public will not be permitted to be physically present at meetings. To allow for public participation, the City Council will conduct its meeting through Zoom Video Communications. Members of the public who wish to address the City Council on any matter listed on the agenda or a subject matter within the jurisdiction of the City Council may utilize the following methods. The Council requests, but does not require, the public speakers to identify themselves. OPTION 1: LIVE COMMENTS - Through Zoom, someone wishing to speak may virtually "raise your hand". Wait to be called upon by the City Clerk, and then you may provide verbal comments for up to four minutes. If you are dialing in by telephone and wish to speak, please push *9. All comments received via mail will be distributed to the City Council and imaged into the City’s document archive system. OPTION 4: TELEPHONICALLY - Members of the public wanting to address the City Council telephonically are requested to inform the Claremont City Clerk's office no later than 3:00 p.m. on the day of the meeting. Pursuant to Government Code Section 54957(b)(1): PUBLIC EMPLOYEE PERFORMANCE EVALUATION Title: City Manager The First Amendment to the City Manager’s Employment Agreement requires the City Council to meet in closed session to conduct an annual review of the City Manager on or before March 31 of each year. The City Council will conduct the review in closed session pursuant to paragraph (1) of subdivision (b) of Section 54957 of the California Government Code. and 2. Pursuant to Government Code Section 54957(b)(1): PUBLIC EMPLOYEE PERFORMANCE EVALUATION Title: City Attorney The Legal Services Agreement with Rutan and Tucker, LLP requires the City Council to meet in closed session to conduct an annual review of the City Attorney on or before March 31 of each year. The City Council will conduct the review in closed session pursuant to paragraph (1) of subdivision (b) of Section 54957 of the California Government Code.
