To allow for public participation, the City Council will conduct its meeting through Zoom Video Communications. Members of the public who wish to address the City Council on any matter listed on the agenda or a subject matter within the jurisdiction of the City Council may utilize the following methods. The Council requests, but does not require, the public speakers to identify themselves. OPTION 1: LIVE COMMENTS - Through Zoom, someone wishing to speak may virtually "raise your hand". Wait to be called upon by the City Clerk, and then you may provide verbal comments for up to four minutes. If you are dialing in by telephone and wish to speak, please push *9. CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons in the audience who wish to comment on items that ARE NOT LISTED ON THIS AGENDA, but are within the jurisdiction of the City Council. Members of the audience will later have the opportunity to address the City Council regarding ALL OTHER ITEMS ON THE AGENDA at the time the Council considers those items. At this time the Council will take public comment for 30 minutes. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER Recommendation: Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated March 31, 2022. AWARD OF CONTRACT FOR DIAL-A-RIDE VEHICLE REPLACEMENT (FUNDING SOURCE: TRANSPORTATION DEVELOPMENT ACT FUNDS) Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to execute a contract with Creative Bus Sales in an amount not to exceed $113,671.73 for the purchase of one replacement Dial-a-Ride vehicle; and B. Appropriate $113,671.73 in Transportation Development Act Funds to complete the purchase. 5. HISTORICAL PROPERTY (MILLS ACT) AGREEMENT #21-MA03 BETWEEN THE CITY OF CLAREMONT AND VANCE AND NANA LITTLE, PROPERTY OWNERS OF 630 WEST 11TH STREET (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council approve a Historical Property (Mills Act) Agreement between the City of Claremont and Vance and Nana Little, property owners of 630 West 11th Street. AUTHORIZATION TO AMEND THE EXISTING PROFESSIONAL SERVICES AGREEMENT WITH RKA CONSULTING GROUP TO INCREASE COMPENSATION FOR THE CLAREMONT BOULEVARD AND MONTE VISTA AVENUE ACCESSIBILITY PROJECT (FUNDING SOURCE: MEASURE R FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to execute an amendment to the existing professional services agreement with RKA Consulting Group adding an additional $19,900 in compensation, increasing the total compensation under the agreement to $39,125. 7. CITY COUNCIL PRIORITIES AND 2022-24 OBJECTIVES (FUNDING SOURCES: VARIOUS) Recommendation: Staff recommends that the City Council approve the City Council Priorities and 2022-24 Objectives, and direct staff to incorporate the Objectives into the development of the 2022-24 budget. FOR A LEVEL I URBAN FOREST ASSESSMENT (FUNDING SOURCE: LANDSCAPE AND LIGHTING DISTRICT FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to enter into an agreement with West Coast Arborists, Inc. in an amount not to exceed $36,855 to complete a Level I Assessment of the City's urban forest. Page 5 City Council Agenda April 12, 2022 9. APPROPRIATIONS FROM THE EQUIPMENT AND FACILITY REVOLVING RESERVE TO ADDRESS DEFERRED MAINTENANCE ITEMS (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council appropriate $225,000 from the Equipment and Facility Revolving Reserve to fund the cost of the improvements described in the staff report. PUBLIC HEARINGS - None ORDINANCES - None ADMINISTRATIVE ITEM 10. AMENDMENT TO THE PSYCHIATRIC ASSESSMENT CARE TEAM (PACT) MEMORANDUM OF UNDERSTANDING WITH TRI-CITY MENTAL HEALTH AUTHORITY (FUNDING SOURCE: AMERICAN RESCUE PLAN ACT (ARPA) FUND) Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to execute an amendment to the Memorandum of Understanding with Tri-City Mental Health Authority establishing a Psychiatric Assessment Care Team to establish a cost sharing arrangement between the City and Tri-City Mental Health Authority for 2022-23 and beyond; and B. Appropriate $175,000 from the American Rescue Plan Act Fund to fully fund the City's 50 percent share of the cost of the PACT program for 2022-23.
