The public is invited to attend in-person at the address listed above. The City will require attendees to comply with any Los Angeles County health orders in effect at the time of the meeting, which may include social distancing and masking requirements. As a matter of public convenience, and technology permitting, the City will continue to allow members of the public to attend and participate in the meeting remotely via Zoom Video Communication. However, this is not a hybrid meeting under Assembly Bill 361 (Government Code Section 54953(e)). Please be advised that THE CITY WILL NOT SUSPEND THE MEETING IN THE EVENT OF A DISRUPTION TO THE REMOTE PLATFORM. CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons in the audience who wish to comment on items that ARE NOT LISTED ON THIS AGENDA, but are within the jurisdiction of the City Council. Members of the audience will later have the opportunity to address the City Council regarding ALL OTHER ITEMS ON THE AGENDA at the time the Council considers those items. At this time the Council will take public comment for 30 minutes. Public Comment will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. RESOLUTION RECONFIRMING THE EXISTENCE OF A STATE OF EMERGENCY DUE TO THE COVID-19 PANDEMIC Recommendation: Staff recommends that the City Council, in consideration of the ongoing state of emergency due to the COVID-19 pandemic, and existing public health orders, adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, RECONFIRMING THE EXISTENCE OF A STATE OF EMERGENCY DUE TO THE COVID-19 PANDEMIC. INVESTMENT REPORT - QUARTER ENDING MARCH 31, 2022 Recommendation: Staff recommends that the City Council receive and accept the Investment Report for the quarter ending March 31, 2022. QUARTERLY FINANCIAL UPDATE - MARCH 31, 2022 Recommendation: Staff recommends that the City Council receive and file the Quarterly Financial Update for the quarter ending March 31, 2022. 6. AWARD OF CONTRACT TO EXCEL LANDSCAPE FOR CITYWIDE PARKS AND VILLAGE LANDSCAPE MAINTENANCE SERVICES (FUNDING SOURCE: LANDSCAPE AND LIGHTING DISTRICT FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to enter into a three-year contract with two optional one-year extensions with Excel Landscape for parks and Village landscape maintenance services in the amount of $924,600 annually, plus $58,000 for irrigation repairs and plant replacement, $25,000 for sports field renovation, and authorize a 20 percent contingency of $184,920 for a total annual contract amount of $1,192,520. 7. AWARD OF CONTRACT TO GIS SURVEYORS, INC., FOR THE OAK PARK CEMETERY PHASE 2 EXPANSION SURVEY AND MAPPING PROJECT (FUNDING SOURCE: CEMETERY FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to enter into a contract with GIS Surveyors, Inc., in the amount of $39,390 for the Oak Park Cemetery Phase 2 Expansion Survey and Mapping Project. ORDINANCE APPROVING THE MILITARY EQUIPMENT USE POLICY OF THE CLAREMONT POLICE DEPARTMENT AS REQUIRED BY ASSEMBLY BILL 481 - MILITARY EQUIPMENT: FUNDING, ACQUISITION, AND USE (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council introduce for first reading, and that reading be by title only AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, APPROVING THE MILITARY EQUIPMENT USE POLICY OF THE CLAREMONT POLICE DEPARTMENT. Attachment(s): Proposed Ordinance ADMINISTRATIVE ITEMS 9. APPROPRIATIONS FOR COSTS ASSOCIATED WITH THE CITY'S RESPONSE TO THE WINDSTORM OF JANUARY 2022 (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council: A. Appropriate $415,000 from the Operating and Environmental Emergency Reserve to fully fund the cost of the City's response to the windstorm of January 2022; and B. Authorize the City Manager to execute an amendment to the urban forest maintenance agreement with West Coast Arborists, adding $250,000 in compensation to account for the cost of tree and debris removal related to the windstorm of January 2022. 10. PROVIDE DIRECTION REGARDING THE CITY’S TEMPORARY OUTDOOR DINING PROGRAM - CLAREMONT AL FRESCO (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council consider the following options and provide direction to staff: A. End the Claremont Al Fresco temporary outdoor dining program on its current expiration date of July 4, 2022; or B. Extend the Claremont Al Fresco temporary outdoor dining program to a date specific after July 4, 2022; or C. Direct staff to develop a permanent outdoor dining program specific to parklets to be presented to the appropriate City Commission(s) and City Council for consideration. If this option is selected, staff recommends extending the existing temporary outdoor dining program through December 31, 2022, to allow staff time to develop and present a permanent program at a later date.
