CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons in the audience who wish to comment on items that ARE NOT LISTED ON THIS AGENDA, but are within the jurisdiction of the City Council. Members of the audience will later have the opportunity to address the City Council regarding ALL OTHER ITEMS ON THE AGENDA at the time the Council considers those items. At this time the Council will take public comment for 30 minutes. Public Comment will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. AUTHORIZATION TO AMEND THE PROFESSIONAL SERVICES AGREEMENT FOR LEGAL SERVICES WITH STRADLING YOCCA CARLSON & RAUTH TO INCREASE COMPENSATION (FUNDING SOURCE: SUCCESSOR HOUSING FUND) Recommendation: Staff recommends that the City Council: A. Authorize the City Manager to amend the agreement for professional legal services with Stradling Yocca Carlson & Rauth to increase compensation in an amount not-to-exceed $100,000; and B. AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH COLBERT ENVIRONMENTAL GROUP FOR NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM AND MUNICIPAL SEPARATE STORM SEWER SYSTEM COMPLIANCE SERVICES (FUNDING SOURCE: GENERAL FUND & MEASURE W FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to enter into a one-year agreement with Colbert Environmental Group for National Pollutant Discharge Elimination System and Municipal Separate Storm Sewer System permit compliance services in an amount not to exceed $149,410. 5. AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH ADVANTEC CONSULTING ENGINEERS FOR ANNUAL ON-CALL TRAFFIC ENGINEERING SERVICES (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to enter into a one-year agreement with Advantec Consulting Engineers for on-call professional engineering services in the amount of $100,000, with four optional one-year extensions in the amount of $100,000 per year. Page 5 City Council Agenda June 28, 2022 6. AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH RKA CONSULTING GROUP FOR ANNUAL ON-CALL GENERAL CIVIL ENGINEERING SERVICES (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to enter into a one-year agreement with RKA Consulting Group for on-call professional engineering services in the amount of $30,000, with four optional one-year extensions in the amount of $30,000 per year. 7. AUTHORIZATION TO AMEND THE PROFESSIONAL SERVICES AGREEMENT WITH WILLDAN ENGINEERING FOR PROFESSIONAL BUILDING AND COMMUNITY IMPROVEMENT SERVICES (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to execute an amendment to the existing professional services agreement with Willdan Engineering adding an additional $125,000 in compensation, with an optional one-year extension in the amount of $50,000, for a total contract amount of $200,000. MAINTENANCE AGREEMENT FOR COMPUTER AIDED DISPATCH, RECORDS MANAGEMENT SYSTEM, AND MOBILE DATA COMMUNICATIONS SOFTWARE (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends that the City Council authorize the City Manager to enter into a one-year agreement in the amount of $84,475.39 for 2022-23 to continue the existing maintenance contract with Pulsiam for Computer Aided Dispatch, Records Management System, and Mobile Data Communications software. 9. 2021-22 CITIZENS’ OPTION FOR PUBLIC SAFETY/SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUNDS GRANT SPENDING PLAN (FUNDING SOURCE: CITIZENS’ OPTION FOR PUBLIC SAFETY/SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUNDS GRANT Recommendation: Staff recommends that the City Council approve the Citizens' Option for Public Safety/Supplemental Law Enforcement Services Funds funding expenditure recommendations for 2021-22 in the amount of $161,285. 10. REJECT BID FOR CONSTRUCTION AND DEMOLITION DEBRIS PROCESSING (FUNDING SOURCE: SANITATION FUND) Recommendation: Staff recommends that the City Council reject the bid for construction and demolition debris processing and direct staff to rebid the contract. Introduce for first reading and that reading be by title only AN ORDINANCE OF THE PEOPLE OF THE CITY OF CLAREMONT, CALIFORNIA ADDING CHAPTER 4.20 (CANNABIS BUSINESS TAX) TO TITLE 4, OF THE CLAREMONT MUNICIPAL CODE ESTABLISHING A TAX ON CANNABIS AND HEMP BUSINESSES ENGAGED IN BUSINESS WITHIN THE CITY OF CLAREMONT; and B. Direct staff to return to the City Council on July 12, 2022 to allow the City Council to consider a second reading and, subject to voter approval, adoption of the Cannabis Business Tax Ordinance and the resolutions needed to place the Ordinance on the ballot as a City-sponsored ballot measure at the election that will be held on November 8, 2022.
