1. HANDBOOK FOR ELECTED AND APPOINTED OFFICIALS IN THE CITY OF CLAREMONT
(FUNDING SOURCE: GENERAL FUND)
Recommendation: The City Council Commission Appointment Process Ad Hoc Committee
recommends the City Council adopt the proposed City of Claremont Elected
and Appointed Officials' Handbook, with the understanding that while staff
has the authority to make non-substantive changes to the document, any
future substantive changes must be approved by the City Council.

PUBLIC COMMENT
The Council has set aside this time for persons who wish to comment on items that are not listed

on the agenda, but are within the jurisdiction of the City Council. Members of the public will have
the opportunity to address the City Council regarding all items on the agenda at the time the
Council considers those items.
General public comment will be taken for 30 minutes and will resume later in the meeting if there
are speakers who did not get an opportunity to speak because of the 30-minute time limit.
The Brown Act prohibits the City Council from taking action on oral requests relating to items that
are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff,
and/or schedule requests for consideration at a subsequent meeting.
CONSENT CALENDAR
All matters listed on the Consent Calendar are considered routine. The City Council may act on
these items by one motion following public comment. Only Councilmembers may pull an item from
the Consent Calendar for discussion, reading of resolutions and ordinances will be waived.
2. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER
Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING
CERTAIN CLAIMS AND DEMANDS AND SPECIFYIING THE FUNDS OUT
OF WHICH THE SAME ARE TO BE PAID, dated February 29, 2024.

3. CITY COUNCIL MINUTES OF FEBRUARY 27, 2024 (REGULAR)
Recommendation: Staff recommends the City Council approve the regular City Council meeting
minutes of February 27, 2024.

4. FEDERAL TRANSPORTATION TITLE VI PLAN (FUNDING SOURCE: TRANSPORTATION
FUND)
Recommendation: Staff recommends the City Council adopt the updated Title VI Plan to comply
with Title VI of the Civil Rights Act of 1964.

5. AUTHORIZATION TO AMEND THE EXISTING CONTRACT WITH ROBERT HALF
INTERNATIONAL INC., EXTENDING THE TERM AND INCREASING COMPENSATION FOR
PROFESSIONAL TEMPORARY EMPLOYMENT SERVICES FOR THE INFORMATION
TECHNOLOGY DIVISION (FUNDING SOURCE: GENERAL FUND)
Recommendation: Staff recommends the City Council authorize the City Manager to execute an
amendment to the existing contract with Robert Half International, Inc. for
professional temporary employment services, extending the term through
December 31, 2024, and adding $136,810 in compensation, increasing the
total contract amount to $276,190.

6. AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH RISHA ENGINEERING FOR
SEISMIC RETROFIT AND STRUCTURAL ENGINEERING SERVICES RELATED TO THE
CLAREMONT POLICE DEPARTMENT FACILITY - PHASE 2A (FUNDING SOURCE:
GENERAL FUND)
Recommendation: Staff recommends the City Council:
A. Authorize the City Manager to enter into an agreement with Risha
Engineering for Phase 2A seismic retrofit and structural engineering services
for $83,080, and authorize a ten percent contingency of $8,308, for a total
contract amount of $91,388; and
B. Appropriate $91,388 from the unassigned General Fund balance to fully
fund the agreement.
7. AUTHORIZATION TO WAIVE LEGAL CONFLICTS AND ENTER INTO A JOINT DEFENSE
AGREEMENT WITH THE CITY OF LA VERNE TO ALLOW THE CALIFORNIA JOINT
POWERS INSURANCE AUTHORITY (CJPIA) TO RETAIN KUTAK ROCK, LLP TO JOINTLY
DEFEND THE CITIES OF CLAREMONT AND LA VERNE IN A DEFENSE OF
GOVERNMENT CLAIMS AND ANY SUBSEQUENT LITIGATION REGARDING STONE
CANYON GROUNDWATER SEEPAGE AND FLOODING (FUNDING SOURCE: CJPIA)
Recommendation: Staff recommends the City Council authorize the City Manager to execute a
conflict waiver and joint defense agreement to allow the CJPIA to retain
Kutak Rock, LLP to jointly defend the Cities of Claremont and La Verne with
respect to the Stone Canyon groundwater seepage and flooding claims and
any subsequent litigation.
