CITY MANAGER REPORT
PUBLIC COMMENT
The Council has set aside this time for persons who wish to comment on items that are not listed
on the agenda, but are within the jurisdiction of the City Council. Members of the public will have
the opportunity to address the City Council regarding all items on the agenda at the time the
Council considers those items.

General public comment will be taken for 30 minutes and will resume later in the meeting if there
are speakers who did not get an opportunity to speak because of the 30-minute time limit.
The Brown Act prohibits the City Council from taking action on oral requests relating to items that
are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff,
and/or schedule requests for consideration at a subsequent meeting.
CONSENT CALENDAR
All matters listed on the Consent Calendar are considered routine. The City Council may act on
these items by one motion following public comment. Only Councilmembers may pull an item from
the Consent Calendar for discussion, reading of resolutions and ordinances will be waived.

Recommendation: Staff recommends the City Council adopt:

3. RESOLUTION APPROVING THE 2024-25 LANDSCAPE AND LIGHTING DISTRICT
ENGINEER’S REPORT AND SETTING A PUBLIC HEARING (FUNDING SOURCE:
LANDSCAPE AND LIGHTING DISTRICT FUND)
Recommendation: Staff recommends the City Council:
A. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CLAREMONT, CALIFORNIA, APPROVING THE ENGINEER'S REPORT
PREPARED BY WILLDAN FINANCIAL SERVICES AS FILED, DECLARING
ITS INTENTION TO LEVY AND COLLECT ASSESSMENTS WITHIN
LANDSCAPE AND LIGHTING DISTRICT NO. LL001 FOR THE FISCAL
YEAR 2024-25 PURSUANT TO THE LANDSCAPE AND LIGHTING ACT OF
1972 FOR THE MAINTENANCE AND SERVICING OF LIGHTING AND
LANDSCAPING, AND GIVING NOTICE OF AND SETTING THE TIME AND
PLACE OF THE PUBLIC HEARING ON THE LEVY OF THE PROPOSED
ASSESSMENTS; and
B. Set a public hearing date of June 11, 2024, for the purpose of hearing
any comments on the proposed 2024-25 LLD assessment and for the
ordering of the annual levy.

6. FIRST AMENDMENT TO LEASE AGREEMENT BETWEEN THE CITY OF CLAREMONT AND
CLAREMONT HERITAGE INC. FOR THE GARNER HOUSE AND CONSIDERATION OF
SUBLEASE AGREEMENT BETWEEN CLAREMONT HERITAGE INC. AND THE
CLAREMONT COURIER INC.
Recommendation: Staff recommends the City Council:
A. Review and approve the First Amendment to the Garner House Lease
between the City of Claremont and Claremont Heritage amending Section
3.17 and authorize the City Manager to sign the Amendment;
B. Review and approve the new one-year sublease agreement between
Claremont Heritage and the Claremont Courier and authorize the City
Manager to sign in consent of the sublease agreement; and
C. Find that this item is exempt from review under the California
Environmental Quality Act (CEQA).

7. CONSIDERATION OF TENANT PREFERENCE POLICY FOR AFFORDABLE HOUSING
UNITS PURSUANT TO GOVERNMENT CODE SECTION 7061 (FUNDING SOURCE:
GENERAL FUND)
Recommendation: Staff recommends the City Council provide direction to staff and the City
Attorney on whether to draft an ordinance creating a local tenant preference
policy pursuant to Government Code Section 7061 for consideration at a
future City Council meeting and, if direction is to proceed, provide further
direction on the "key decisions" outlined in this report.
