This time is allocated for reports about their activities. For information about the Council's local, intergovernmental and regional appointments please visit the City website : www.ci.claremont.ca.us/government/city-council/city-council-assignments-and-appointments. CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons who wish to comment on items that are not listed on the agenda, but are within the jurisdiction of the City Council. Members of the public will have the opportunity to address the City Council regarding all items on the agenda at the time the Council considers those items. General public comment will be taken for 30 minutes and will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. CONSENT CALENDAR All matters listed on the Consent Calendar are considered routine. The City Council may act on these items by one motion following public comment. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTERS Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated May 23, 2024. CITY COUNCIL MINUTES OF MAY 14, 2024 (REGULAR) Recommendation: Staff recommends the City Council approve the regular City Council meeting minutes of May 14, 2024. Attachment(s): Draft Regular Meeting Minutes of May 14, 2024 3. BIENNIAL REVIEW OF THE CITY’S CONFLICT OF INTEREST CODE (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council direct the City Attorney to review the City's Conflict of Interest Code and file a written statement as to the outcome of the review with the City Clerk, no later than September 1, 2024. 4. ADOPTION OF A RESOLUTION DETERMINING AND ESTABLISHING THE 2024-25 APPROPRIATIONS LIMIT IN THE AMOUNT OF $52,211,838 Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, DETERMINING AND ESTABLISHING AN APPROPRIATIONS LIMIT FOR FISCAL YEAR 2024-25. Attachment(s): Resolution Determining and Establishing the Appropriations Limit Tax Receipts Comparison to Appropriation Limit 5. AWARD OF CONTRACT TO ALL AMERICAN ASPHALT FOR THE CITYWIDE STREET RESURFACING PROJECT FOR PUBLIC RESIDENTIAL STREETS LOCATED BETWEEN ARROW HIGHWAY AND FOOTHILL BOULEVARD, FROM TOWNE AVENUE TO INDIAN HILL BOULEVARD, C.I.P. 2023-3 (FUNDING SOURCE: STATE GAS TAX FUND) Recommendation: Staff recommends the City Council: A. Award a contract to All American Asphalt and authorize the City Manager to enter into an agreement with All American Asphalt in the amount of $1,808,999, with a project contingency of ten percent ($180,899), for a total of $1,989,898 for the Citywide Street Resurfacing Project, C.I.P. No. 2023-3; B. Authorize the City Manager to enter into an agreement for inspection services and construction management with LAE Associates in the amount of $144,564; and C. Find this item is exempt from environmental review under the California Environmental Quality Act (CEQA). Page 4 City Council Agenda May 28, 2024 6. AWARD OF CONTRACT TO CT&T CONCRETE PAVING, INC., WE R BUILDERS, INC., AND IE GENERAL ENGINEERING, INC. FOR THE 2023-24 SIDEWALK REHABILITATION PROJECT (FUNDING SOURCES: PROPOSITION C FUND AND MEASURE R FUND) Recommendation: Staff recommends the City Council: A. Award a contract to CT&T Concrete Paving, Inc. and authorize the City Manager to enter into an agreement with CT&T Concrete Paving, Inc. in the amount of $1,094,180, with a project contingency of five percent ($54,709), for a total of $1,148,889, to provide sidewalk repair and replacement services at identified locations throughout the City (Bid Form A) and Charleston Avenue west of Mills Avenue (Bid Form D); B. Award a contract to We R Builders, Inc. and authorize the City Manager to enter into an agreement with We R Builders, Inc. in the amount of $230,000, with a project contingency of five percent ($11,500), for a total of $241,500 to provide sidewalk repair and replacement services on the 400 block of Harvard Avenue (Bid Form B); C. Award a contract to IE General Engineering, Inc. and authorize the City Manager to enter into an agreement with IE General Engineering, Inc. in the amount of $171,000, with a project contingency of five percent ($8,550), for a total of $179,550 to provide asphalt repair and replacement services on the Padua Avenue Walking Trail (Bid Form C); D. Authorize the City Manager to enter into an agreement with RKA Consulting Group in the amount of $90,000 for monument preservation; E. Appropriate $800,000 from the Proposition C Fund and $447,521.25 from the Measure R Fund to fully fund the project; and F. Find this item is exempt from environmental review under the California Environmental Quality Act (CEQA). 7. AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH ALL CITY MANAGEMENT SERVICES FOR CROSSING GUARD SERVICES (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council authorize the City Manager to enter into a one-year agreement with All City Management Services for crossing guard services, effective July 1, 2024, in an amount not-to-exceed $115,236. 8. ANNUAL REPORT FOR THE MILITARY EQUIPMENT USE POLICY OF THE CLAREMONT POLICE DEPARTMENT AS REQUIRED BY ASSEMBLY BILL 481 - MILITARY EQUIPMENT: FUNDING, ACQUISITION, AND USE (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council receive and file the Annual Military Equipment Report. CONSIDERATION OF AN ORDINANCE THAT, IF ADOPTED, WOULD INCREASE THE MONTHLY SALARY RECEIVED BY MEMBERS OF THE CITY COUNCIL TO THE AMOUNT AUTHORIZED BY SENATE BILL 329 (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council: A. Consider pay increases for future City Councilmembers in accordance with Senate Bill 329; and B. If desired, introduce for first reading, and that reading be by title only, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING A STATUTORY INCREASE IN COMPENSATION FOR MEMBERS OF THE CITY COUNCIL TO TAKE EFFECT AFTER THE NOVEMBER 2024 MUNICIPAL ELECTION. Direct staff to prepare an ordinance to permit and regulate short-term rentals based on City Council policy recommendations.
