CITY MANAGER REPORT
PUBLIC COMMENT
The Council has set aside this time for persons who wish to comment on items that are not listed
on the agenda, but are within the jurisdiction of the City Council. Members of the public will have
the opportunity to address the City Council regarding all items on the agenda at the time the
Council considers those items.
General public comment will be taken for 30 minutes and will resume later in the meeting if there
are speakers who did not get an opportunity to speak because of the 30-minute time limit.

The Brown Act prohibits the City Council from taking action on oral requests relating to items that
are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff,
and/or schedule requests for consideration at a subsequent meeting.
CONSENT CALENDAR
All matters listed on the Consent Calendar are considered routine. The City Council may act on
these items by one motion following public comment. Only Councilmembers may pull an item from
the Consent Calendar for discussion, reading of resolutions and ordinances will be waived.
1. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER
Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING
CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT
OF WHICH THE SAME ARE TO BE PAID, dated May 22, 2025.

2. CITY COUNCIL MINUTES OF MAY 13, 2025 (SPECIAL AND REGULAR)
Recommendation: Staff recommends the City Council approve the special and regular City

3. ADOPTION OF A RESOLUTION DETERMINING AND ESTABLISHING THE 2025-26
APPROPRIATIONS LIMIT IN THE AMOUNT OF $55,762,360
Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, DETERMINING
AND ESTABLISHING AN APPROPRIATIONS LIMIT FOR FISCAL YEAR
2025-26.

4. AUTHORIZATION TO AMEND THE PROFESSIONAL SERVICES AGREEMENT WITH BPR
CONSULTING GROUP FOR PROFESSIONAL BUILDING DIVISION SERVICES (FUNDING
SOURCE: GENERAL FUND)
Recommendation: Staff recommends the City Council authorize the City Manager to execute an
amendment to the existing professional services agreement with BPR
Consulting Group extending the term to June 30, 2026, and increasing
compensation by $350,000.

5. AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH ALL CITY MANAGEMENT
SERVICES FOR CROSSING GUARD SERVICES (FUNDING SOURCE: GENERAL FUND)
Recommendation: Staff recommends the City Council:
A. Authorize the City Manager to enter into a one-year agreement with All
City Management Services for crossing guard services, effective July 1,
2025, in an amount not-to-exceed $119,880; and
B. Appropriate $4,644 from the unassigned General Fund balance to fully
fund the agreement.
6. AUTHORIZATION TO AMEND THE EXISTING AGREEMENT WITH PINEDA GENERAL
CONSTRUCTION, INC. TO INCREASE COMPENSATION FOR THE BLAISDELL
COMMUNITY CENTER KITCHEN REMODEL PROJECT (FUNDING SOURCE: GENERAL
CAPITAL PROJECTS FUND)
Recommendation: Staff recommends the City Council:
A. Authorize the City Manager to execute an amendment to the existing
agreement with Pineda General Construction, Inc. for the Blaisdell
Community Center Kitchen Remodel Project, increasing compensation by
$9,422, for a total not-to-exceed contract amount of $129,976; and
B. Appropriate $9,422 from the unassigned General Fund balance to fully
fund the cost of the project.
7. AWARD OF CONTRACT TO GLOBAL POWER GROUP, INC. FOR EMERGENCY POWER
GENERATOR SERVICES (FUNDING SOURCE: GENERAL FUND)
Recommendation: Staff recommends the City Council authorize the City Manager to execute a
three-year contract with two optional one-year extensions with Global Power
Group, Inc. for emergency power generator services, in an amount not to
exceed $15,000 per year, or $75,000 over the maximum term of the contract.
8. SECOND READING AND ADOPTION OF AN ORDINANCE ADDING CHAPTER 8.35 TO THE
CLAREMONT MUNICIPAL CODE PROHIBITING HARASSMENT IN RENTAL HOUSING
Recommendation: Staff recommends the City Council waive further reading and adopt AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLAREMONT,
CALIFORNIA, ADDING CHAPTER 8.35 ("PROHIBITION OF HARASSMENT
IN RENTAL HOUSING") TO TITLE 8 ("HEALTH AND SAFETY") OF THE
CLAREMONT MUNICIPAL CODE.

9. PUBLIC HEARING ON CITY VACANCIES AND RECRUITMENT AND RETENTION EFFORTS
AS REQUIRED BY ASSEMBLY BILL 2561 (FUNDING SOURCE: GENERAL FUND)
Recommendation: Staff recommends the City Council:
A. Adopt the "Procedures for the Public Hearing on City Vacancies and
Recruitment and Retention Efforts," as outlined in the Attachment, in
accordance with Assembly Bill 2561;
B. Open the public hearing to receive a report on workforce vacancies,
recruitment, and retention efforts, and provide recognized employee
organizations the opportunity to make a presentation on these topics if they
choose to do so; and
C. Receive and file the staff report on the City's workforce vacancies and
recruitment and retention efforts, in compliance with Assembly Bill 2561.

Recommendation: Staff recommends the City Council:
A. Adopt a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CLAREMONT, CALIFORNIA, APPROVING TENTATIVE TRACT MAP #84564
FOR THE PROPOSED SUBDIVISION OF 2.67 ACRES OF LAND FOR A
70-UNIT TOWNHOME CONDOMINIUM DEVELOPMENT ON A PROPERTY
LOCATED AT 840 SOUTH INDIAN HILL BOULEVARD. APPLICANT: CITY
VENTURES (CLAREMONT 2 INV, LLC); and
B. Concur with the Community Development Director's determination that this
