This time is allocated for reports about their activities. CITY MANAGER REPORT PUBLIC COMMENT The Council has set aside this time for persons who wish to comment on items that are not listed on the agenda, but are within the jurisdiction of the City Council. Members of the public will have the opportunity to address the City Council regarding all items on the agenda at the time the Council considers those items. General public comment will be taken for 30 minutes and will resume later in the meeting if there are speakers who did not get an opportunity to speak because of the 30-minute time limit. Page 3 City Council Agenda June 24, 2025 The Brown Act prohibits the City Council from taking action on oral requests relating to items that are not on the agenda. The Council may engage in a brief discussion, refer the matter to staff, and/or schedule requests for consideration at a subsequent meeting. CONSENT CALENDAR All matters listed on the Consent Calendar are considered routine. The City Council may act on these items by one motion following public comment. Only Councilmembers may pull an item from the Consent Calendar for discussion, reading of resolutions and ordinances will be waived. 1. RESIGNATION OF ARCHITECTURAL AND PRESERVATION COMMISSIONER KEN ZIMMERMAN Recommendation: Staff recommends the City Council accept with regret the resignation of Ken Zimmerman from the Architectural and Preservation Commission effective immediately. ADOPTION OF A RESOLUTION APPROVING THE CITY WARRANT REGISTER Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID, dated June 18, 2025. CITY COUNCIL MINUTES OF JUNE 10, 2025 (REGULAR) Recommendation: Staff recommends the City Council approve the regular City Council meeting minutes of June 10, 2025. CANCELLATION OF THE AUGUST 12, 2025 AND AUGUST 26, 2025 REGULAR CITY COUNCIL MEETINGS Recommendation: Staff recommends the City Council cancel the regular City Council meetings of August 12, 2025 and August 26, 2025. 5. MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CLAREMONT AND CLAREMONT POLICE OFFICERS’ ASSOCIATION (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CLAREMONT AND CLAREMONT POLICE OFFICERS' ASSOCIATION AND AUTHORIZING THE CITY MANAGER TO IMPLEMENT WAGES, HOURS, AND TERMS AND CONDITIONS OF EMPLOYMENT THROUGH JUNE 30, 2027. PURCHASE OF VINCE SKELLY SCULPTURE (FUNDING SOURCE: PUBLIC ART FUND) Recommendation: Staff recommends the City Council: A. Approve the purchase of the Vince Skelly sculpture as recommended by the Public Art Committee; B. Authorize the City Manager to enter into an agreement with Vince Skelly for $37,412 for the purchase of the wood sculpture, bronze fabrication, delivery, and installation; and C. Appropriate $37,562 from the Public Art Fund to fund the purchase and installation of the sculpture and the plaque. Attachment(s): Totem Proposal 7. ACCEPTANCE OF RIGHT-OF-WAY DEDICATION AT 415 ALAMOSA DRIVE (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, EXECUTING AN IRREVOCABLE OFFER OF DEDICATION AND ACCEPTING THE DEDICATION OF PROPERTY AT 415 ALAMOSA DRIVE Attachment(s): Resolution Accepting Dedication of Property at 415 Alamosa Drive 8. AUTHORIZATION TO AMEND THE AGREEMENT WITH ECONOLITE FOR CITYWIDE TRAFFIC SIGNAL MAINTENANCE (FUNDING SOURCE: GENERAL FUND) Recommendation: Staff recommends the City Council: A. Authorize the City Manager to amend the current agreement with Econolite Systems, Inc., for annual traffic signal maintenance, increasing compensation by $30,000, for a total contract amount of $155,000 in 2024-25; B. Authorize the City Manager to extend the agreement for four additional one-year terms in an amount not to exceed $155,000 per year; and C. Appropriate $30,000 from the unassigned General Fund balance in 2024-25 and an additional $30,000 from the unassigned General Fund balance in 2025-26 to fund the amended contract through June 30, 2026. 9. AWARD OF CONTRACT TO TIMECLOCK PLUS, LLC FOR IMPLEMENTATION OF THE TIME, SCHEDULING AND ATTENDANCE SOLUTION (FUNDING SOURCE: TECHNOLOGY FUND AND GENERAL FUND) Recommendation: Staff recommends the City Council authorize the City Manager to enter into a contract with TimeClock Plus, LLC for the initial year and four additional one-year terms in an amount not to exceed $143,430 for a time, scheduling and attendance solution. USER FEE RATE INCREASE OF 3.0 PERCENT BASED UPON THE CONSUMER PRICE INDEX (CPI) FROM APRIL 2024 TO APRIL 2025 AND ADOPTION OF A RESOLUTION APPROVING NEW FEES FOR VARIOUS CITY PROGRAMS AND SERVICES AND AUTOMATIC ANNUAL COST OF LIVING INCREASES, EFFECTIVE JULY 1, 2025 (FUNDING SOURCES: VARIOUS FUNDS) Recommendation: Staff recommends the City Council: A. Receive and file the 2025 Citywide User Fee Schedule, effective July 1, 2025; and B. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ADOPTING A SCHEDULE OF NEW FEES FOR VARIOUS CITY PROGRAMS AND SERVICES AND AUTOMATIC ANNUAL COST OF LIVING INCREASES.
