Members of the audience will have the opportunity to address the Community and Human Services Commission about ALL OTHER ITEMS ON THIS AGENDA at the time those items are considered. Under the provisions of the Brown Act, the Community and Human Services Commission is prohibited from taking action on oral requests but may refer the matter to staff or to a subsequent meeting. The Community and Human Services Commission will respond after public comment has been received. Please state your name. Each speaker will be limited to four (4) continuous minutes. That the Community and Human Services Commission accept with regret the resignation of Committee on Human Relations Member Ellen Taylor; and B. The Community and Human Services Commission Chair appoint an Ad Hoc Selection Committee to interview applicants and recommend appointments to the Commission. UPDATE ON TREE REMOVALS AND PLANTINGS FOR NOVEMBER AND DECEMBER Recommendation: Staff recommends that the Community and Human Services Commission receive and file the tree removals and plantings list for November and December 2017. CONSIDERATION OF PROPOSED PLAN FOR WATER CONSERVATION PARKLAND TURF CONVERSIONS Recommendation: Staff recommends that the Community and Human Services Commission recommend to the City Council to approve the proposed turf conversion sites in City parks. REQUEST FOR AN EXEMPTION FROM THE CITY’S MANDATORY TREE PLANTING REQUIREMENTS AT 818 BUTTE STREET Recommendation: Staff recommends that the Community and Human Services Commission approve the Tree Committee's recommendation not to have a tree planted at 818 Butte Street. POLYPHAGOUS SHOT HOLE BORER UPDATE Recommendation: Staff recommends that the Community and Human Services Commission receive and file the PSHB update. 8. DESIGNATED STREET TREE LIST UPDATE Recommendation: Staff recommends that the Community and Human Services Commission approve the proposed updates to the Designated Street Tree List. APPEAL OF THE CITY’S REQUEST TO REMOVE NON-PERMITTED TREES PLANTED WITHIN THE CITY’S EASEMENT AT 1907 BARRINGTON COURT Recommendation: Staff recommends that the Community and Human Services Commission: A. Deny the appeal of the request to remove the six non-permitted trees; and B. Deny the request to revise the Designated Street Tree List to include citrus trees. PROPOSED ORDINANCE FOR GROUP EVENTS IN BLAISDELL PRESERVE PARK Recommendation: Staff recommends that the Community and Human Services Commission recommend the City Council introduce an ordinance requiring groups of more than twenty (20) in Blaisdell Preserve Park ("Preserve") obtain a permit from the Human Services Director.
