Clarinda City Council Minutes Wednesday, May 24, 2023 City Hall – 5 p.m. The Clarinda City Council met at City Hall on May 24,2023 at 5:00 p.m. Mayor Craig Hill presided at the meeting with the following Council Members present: Jeff McCall, Austin Ascherl, Kaley Neal, and Jamie Shore. Absent Matt Ridge Mayor Craig Hill asked for all to recite the Pledge of Allegiance Adopt Agenda Motion by McCall to adopt the agenda. Seconded by Ascherl. Vote was unanimous. Consent Agenda Councilor Shore made a motion to approve the Consent Agenda consisting of (a) the May 10,2023 Regular Council Minutes, (b) Bellino Fireworks License and Inda Clar, Liquor License. Seconded by Ascherl. Vote was unanimous. Approve 2023 Glenn Miller Festival Street Closures Glenn Miller Festival Board Member Marvin Negley requested to close the West and South side of the square for the 2023 Glenn Miller Festival outdoor concert to be held June 8, 2023 at 5:00 p.m. Motion by Ascherl to Approve 2023 Glenn Miller Festival Street Closure. Seconded by McCall. Vote was unanimous. Approve Street Closure for High Road Concert Scott Davison requested to close off the East side of the square for a High Road Concert to be held June 25,2023 from 2:00 p.m. to 10:00 p.m. Motion by Neal to Approve Street Closure for High Road Concert. Seconded by Ascherl. Vote was unanimous. Public Hearing for Proposed Amendment of Current Budget for Fiscal Year Ending June 30,2023 Mayor Hill opened the Public Hearing at 5:07 p.m. Manager McClarnon stated that the Proposed Amendment of Current Budget for Fiscal Year Ending June 30,2023 was published in the Southwest Iowa Herald as required by law. McClarnon stated that he had no oral or written comments. At 5:08 p.m. Mayor Hill closed the Public Hearing for Proposed Amendment of Current Budget for Fiscal Year Ending June 30,2023. Resolution 2062 Approving Amendment of Current Budget for Fiscal Year Ending June 30,2023 Motion by Shore to Approve Resolution #2062 Approving Amendment of Current Budget for Fiscal Year Ending June 30,2023. Seconded by McCall. Roll Call: Aye: Shore, Neal, Ascherl, and McCall Nays: None Motion carried. Appoint Tim Parrot to Clarinda Volunteer Fire Department Fire Chief Roger Williams asked the Council to Appoint Tim Parrott to the Clarinda Volunteer Fire Department. Motion by McCall to Appoint Tim Parrott to the Clarinda Volunteer Fire Department. Seconded by Ascherl. Vote was unanimous. Approve Purchase of 2023 Ford F-550 Grass Fire Truck Fire Chief Roger Williams requested the council to Approve Purchase of a 2023 Ford F-550 Grass Fire Truck. Williams stated brush fires have gone up considerably and this truck will assist in getting firefighters into the rural secluded areas. Manager McClarnon stated the truck will be funded with remaining funds from a U.S. Department of Agriculture grant that recently helped the city buy a new fire truck. Motion by Shore to Approve Purchase of 2023 Ford F-550 Grass Fire Truck for $204,707. Seconded by Ascherl. Vote was unanimous. Approve Pay Request No. 4 (Final) in the Amount of $19,828.58 to Omni Engineering for Glenn Miller Avenue Improvements Project Manager McClarnon stated the 16th street overlay project ended up under budget, seeding is complete and the Engineer approved the final product. McClarnon stated that the city will not be able to water all the areas and rely on Mother Nature to help the grass grow. Motion by McCall to Approve Pay Request No. 4 (Final) in the amount of $19,828.58 to Omni Engineering for Glenn Miller Avenue Improvements Project. Seconded by Neal. Vote was unanimous. Council Communications Council Member McCall reported a manhole at 16th and Garfield is loose and is loud if it is run over. Manager Communications Manager McClarnon reminded the community about Clean-up Days June 1st from 7:30 a.m. to 3:30 p.m., June 2nd from 7:30 a.m. to 3:30 p.m., and June 3rd from 7:00 a.m. to 12:00 p.m. NSK – AKS has volunteered to pick up items at the curb on June 1st and June 2nd. If you would like this service, please call City Hall to be added to the list. On May 16th a bid letting for the Alley project was held at City Hall and received no bids. McClarnon stated that the city will wait until later this year around October or November for the re-bid letting. McClarnon also stated that the Rec trail project, 7th Street resurfacing, Lied Center capital projects and Library capital projects are moving along very well. Manager McClarnon recently met with a potential renter for the North Side of City Hall as Farm Bureau Financial Services will be moving by July 1st. City Attorney Ron Bitting has agreed to review the new lease agreement. Mayor Communications Mayor Hill received a thank you note from the Carpers and the Day of Prayer committee. Mayor Hill stated school is out, so please careful and watch out for children riding their bikes. Mayor Hill would like everyone to take a moment to remember what Memorial Day stands for and honor those who served our country and gave us the rights and freedoms we have.
