Clarinda City Council Minutes Wednesday, April 12, 2023 City Hall – 5 p.m. The Clarinda City Council met at City Hall on April 12,2023 at 5:00 p.m. Mayor Craig Hill presided at the meeting with the following Council Members present: Jeff McCall, Austin Ascherl, Kaley Neal, Matt Ridge, and Jamie Shore. Mayor Craig Hill asked for all to recite the Pledge of Allegiance Adopt Agenda Motion by McCall to adopt the agenda. Seconded by Ascherl. Vote was unanimous. Staff Announcements Fire Chief, Roger Williams, thanked the volunteer fire department for doing an excellent job responding to a busy month of fires. Andrew Hoppmann, Library Director, updated the council on the progress of the current landscaping project at the Library. Hoppmann said funding from the Library foundation will add a bike rake and bike repair station to the front of the Library, concrete will be repaired, widening the handicap stall and adding new plants. Consent Agenda Councilor Neal made a motion to approve the Consent Agenda consisting of (a) the March 22,2023 Regular Council Minutes, (b) Fareway Liquor License, (c) March Warrants and March Financial Reports. Seconded by Ridge. Vote was unanimous. Approve 2023 Chamber of Commerce Event Elaine Farwell, Chamber Executive Director, requested several street and square closures for the Chamber 2023 Events. Those requests include: 1. 9th Annual Cruzin Clarinda – Saturday, June 3rd – 9:00 a.m. – 4:00 p.m. requesting to close the downtown square area on the east, west, and south sides from 11:00 a.m. to 1:00 p.m. and to hold the parade at 3:00 p.m. and closing the appropriate parade route streets. 2. 68th Annual Southwest Iowa Band Jamboree – Saturday, September 30th – 9:00 a.m. – Noon. Parade to begin at 9:00 a.m. with the same route as previous year’s requesting to close the downtown square and parade route from 7:30 a.m. till Noon. 3. 64th Annual Craft Carnival- October 21st – 6:00 a.m. – 5:00 p.m. requesting no parking on South 6th Street between Grant and Stuart Streets and to be able to place directional signs for the event. 4. 31st Annual Kiwanis Lighted Christmas Parade – Friday, November 24th, - 6:00 p.m. – 8:00 p.m. Requesting to close the downtown square and appropriate parade route street intersections. Councilor Shore made a motion to approve the requests. Seconded by Ascherl. Vote was unanimous. Proclamation for National Day of Prayer Mayor Craig Hill read the proclamation declaring Thursday, May 4th, 2023 as National Day of Prayer for Clarinda. Public Hearing on Proposal to enter into a General Fund Real Estate Loan/Installment Agreement Mayor Hill opened the public Hearing for Proposal to enter into a General Fund Real Estate Loan/Installment Agreement at 5:14 p.m. Manager McClarnon stated it was published in the Southwest Herald as required by law and there were no written or oral comments. Mayor Hill closed the public hearing at 5:15 p.m. Resolution No. 2058 taking additional action on proposal to enter into a General Fund Real Estate Loan/installment Agreement and authorizing and approving a General Fund Real Estate Installment Agreement with lease payments thereunder in an amount not to exceed $145,000 Motion by McCall to approve Resolution #2058 taking additional action on proposal to enter into a General Fund Real Estate Loan/Installment Agreement and authorizing and approving a General Fund Real Estate Installment Agreement with lease payments thereunder in an amount not to exceed $145,000. Seconded by Ascherl. Set Public Hearing Date to Approve Final Plans, Specifications, and Opinion of Probable Costs for Clarinda Alley Improvements Project Motion by McCall to set Public Hearing Date for April 26, 2023 to Approve Final Plans, Specifications, and Opinion of Probable Costs for Clarinda Alley Improvements Project. Seconded by Ridge. Vote was unanimous. Approve Pay Request Number 1 to Bluffs Paving & Utility Co, Inc. in the amount of $2,947.00 for Recreation Trail Phase II Project Motion by Shore to Approve Pay Request Number 1 to Bluffs Paving & Utility Co, Inc. in the amount of $2,947.00 for Recreation Trail Phase II Project. Seconded by Ridge. Vote was unanimous. Council Communications Councilor McCall thanked Roger Williams, Fire Chief, and the Fire Department for their hard work, Elaine Farewell, Chamber Executive Director, for promoting the city and the public works department for projects at the Lied Center and the Library. Ascherl, Neal and Ridge thanked the Fire Department for all their hard work. Manager Communications Manager McClarnon thanked the Fire Department, Lied Public Library and the Police Department for doing a terrific job. McClarnon stated that the 2024 budget was certified and will be working on budget amendments for next meeting to set a public hearing date. Manager McClarnon will be gone next week Wednesday, Thursday, and Friday for the IMFOA conference. Mayor Communications Mayor Hill thanked the Fire Department for their hard work but would like to remind our citizens and the county to be cautious about setting fires. Hill asked the city residents to please utilize the city’s yard waste to dispose of leaves and tree branches. Hill asked for patience with the projects at the Lied Center and Library. Hill stated with warm weather he cautioned motorists to be aware of people walking, running, and golf carts and the individuals that are walking or running with ear buds in need to be aware of the motorists. Hill attended a conference in Ames for small communities in Iowa to come together to collaborate on new ideas for our cities. Hill thanked Andrew Hoppmann, Library director who presented on the panel and represented the Clarinda community very well. Hill was glad we could be involved and show how proud we are of our community and residents. Adjourn Motion by Ascherl to adjourn the meeting at 5:26 p.m. Seconded by Neal. Vote was unanimous.
