Clarinda City Council Minutes Wednesday, March 22, 2023 Clarinda Fire Department – 5 p.m. The Clarinda City Council met at the Clarinda Fire Station on March 22,2023 at 5:00 p.m. Mayor Craig Hill presided at the meeting with the following Council Members present: Jeff McCall, Austin Ascherl, Kaley Neal, Matt Ridge, and Jamie Shore. Mayor Craig Hill asked for all to recite the Pledge of Allegiance Adopt Agenda Motion by McCall to adopt the agenda. Seconded by Ascherl. Vote was unanimous. Staff Announcements Fire Chief Roger Williams thanked the Council for having their meeting at the Fire Station and taking the time to look at the new fire truck and facilities. Public Comment Local citizen,Chris Holmes, brought up snow parking tickets and stated the apartments around the square do not have off-street parking. Holmes stated there is supposed to be one off-street parking per unit and to please keep this in mind when renovating apartments around the square. Ron Calevo with Air Met Care Network is the company that provides Clarinda Regional Health Care with Air Evac Air Ambulance Helicopter. Calevo stated that the company offers communities affordable Life Flight memberships to individuals and city employees. Consent Agenda Councilor Ridge made a motion to approve the Consent Agenda consisting of (a) the March 8,2023. Regular Council Minutes, (b) J Bruner’s, Inc., and Stick’s Bar Liquor License. Seconded by Shore. Vote was unanimous. Approve Payment of Invoice Number 1011 to Fine & Son’s Home Builders in the Amount of $78,600.00 for Downtown Housing Grant(22-ARPDH-009) Manager McClarnon requested approval for the second pay request from Fine & Son’s Home Builders for the Downtown Housing Grant project above the Chamber of Commerce. McClarnon stated that the payment will bring the project to being 60% complete and allow Manager McClarnon to request reimbursement from the State for the grant that was received for this project. Motion by Neal to Approve Payment of Invoice Number 1011 to Fine & Son’s Home Builders in the Amount of $78,600.00 for Downtown Housing Grant(22-ARPDH-009). Seconded by Ascherl. Vote was unanimous. Resolution #2056 to fix a date for a public hearing on proposal to enter into a General Fund Loan Agreement in an amount not to exceed $145,000.00. McClarnon stated that the city council had two closed sessions to discuss Wendell and Mia Woldruff’s approximate 21 acres of land along South Hwy 71 to develop into a new business park. The agreements are in place, and the rights of first refusal are in place. The agreement is $320,000.00 to purchase approximately 21 acres, and the Woldruff’s requested $175,000.00 lump sum up front and $145,000.00 paid over 6 years with 6 % interest. The $145,000.00 will be considered debt for the city. A public hearing date to be held April 12,2023 at 5:00 p.m. for the public to voice their opinions or support. The $145,000.00 will also go against the city’s constitutional debt limit. Motion by McCall to Approve Resolution #2056 for April 12,2023 for a public hearing on proposal to enter into a General Fund Loan Agreement in an amount not to exceed $145,000.00. Seconded by Ridge. Roll Call: Aye: McCall, Ascherl, Neal, Ridge, and Shore Nay: Motion carried. Resolution #2057 for Adoption of Revised Budget Certification of City Taxes Fiscal Year Beginning July 1,2023 – Ending June 30, 2024 Manager McClarnon stated this is the final budget after the State of Iowa passed the legislation to reduce the residential rollback amount. The levy rate did not change and the mezzanine project at the Lied Center was cut. Motion by Ascherl to Approve Resolution #2057 for Adoption of Revised Budget Certification of City Taxes Fiscal Year Beginning July 1,2023 – Ending June 30,2024. Seconded by Shore. Roll Call: Aye: Shore, Ridge, Neal, Ascherl, and McCall Nay: Motion Carried Approve Job Description for City Clerk/Treasurer Position Manager McClarnon stated in the past there was a City Manager and a City Clerk/Treasurer position in the City of Clarinda. In April 2007 the positions were combined due to the city’s financial issues. Manager McClarnon stated he would like to re-establish the City Clerk/Treasurer position. Motion by McCall to Approve Job Description for City Clerk/Treasurer Position. Seconded by Ascherl. Vote was unanimous. Authorize Posting City Clerk/Treasurer Position Motion by Neal to Authorize Posting City Clerk/Treasurer Position. Seconded by Ridge. Vote was unanimous. Council Communications Councilor McCall and Councilor Neal thanked Fire Chief Roger Williams for hosting the council meeting at the Fire Station and complimented how good the department takes care of the facilities. Manager Communication Manager McClarnon thanked Fire Chief Roger Williams for hosting the council meeting at the Fire Station. Manager McClarnon encouraged everyone visit the Lied Center to see the progress of the current renovations. Mayor Communications Mayor Hill thanked Fire Chief Roger Williams for hosting the council meeting at the Fire Station and is thankful for the new fire truck. Mayor Hill complemented the progress at the Lied Center. Mayor Hill is glad to see the completion of the demolition of 2 nuisance homes on Garfield Street. There is a Legislative briefing at the Lied Library on Saturday, March 25,2023 at 10 a.m. Mayor Hill is glad to see spring is here.
