Clarinda City Council Minutes Wednesday, July 26, 2023 City Hall – 5 p.m. The Clarinda City Council met at City Hall on July 26,2023 at 5:00 p.m. Mayor Craig Hill presided over the meeting with the following Council Members present: Jeff McCall, Austin Ascherl, Kaley Neal, and James Shore. Council Member Matt Ridge was absent. Mayor Craig Hill asked for all to recite the Pledge of Allegiance Adopt Agenda Motion by McCall to adopt the agenda. Seconded by Ascherl. Vote was unanimous. Staff Announcements Andrew Hoppmann announced the library received Federal funding to supply Wi-Fi at the City Park and the City Hall Pocket Park. Hoppmann stated that at 10:00 a.m. on August 8,2023 the Library will be hosting a farewell for staff that are leaving. Hoppmann encouraged everyone to stop by and bid them farewell. Hoppmann also invited everyone to stop by this Thursday as the Library is having a Chamber ribbon cutting for the library outdoor landscaping project. Consent Agenda Councilor Shore made a motion to approve the Consent Agenda consisting of (a) the July 12,2023 Regular Council Minutes. Seconded by Neal. Vote was unanimous. Action regarding Resolution to Approve Tax Abatement on Development Within the City-Wide Urban Revitalization District for Improvements at 101– 109 North 14th Street for Joseph L. & Emily C. Akers Motion by McCall to Approve Resolution #2065 Approving a 5-year graduated Tax Abatement on Development Within the City-Wide Urban Revitalization District for Improvements at 101-109 North 14th Street for Joseph L. & Emily C. Akers. Seconded by Ascherl. Roll Call: Aye: McCall, Ascherl, Neal, and Shore Nay: None Motion Carried. Action Regarding Resolution to Approve Tax Abatement on Development Within the City-Wide Urban Revitalization District for Improvements at 304-314 North 21st Street for Joseph L. & Emily C. Akers. Motion by Neal to Approve Resolution #2066 Approving a 5-year graduated Tax Abatement on Development Within the City-Wide Urban Revitalization District for Improvements at 304-314 North 21st Street for Joseph L. & Emily C. Akers. Seconded by Ascherl. Roll Call Aye: McCall, Ascherl, Neal, and Shore Nay: Motion Carried. Re-Appoint Beth Rarick to Library Board of Trustees. Motion by McCall to Re-Appoint Beth Rarick to Library Board of Trustees. Seconded by Shore. Vote was unanimous. Re-Appoint Mary Grebert to Clarinda Low Rent Housing Board Motion by Ascherl to Re-Appoint Mary Grebert to Clarinda Low Rent Housing Board. Seconded by Neal. Vote was unanimous. Re-Appoint Charly Stevens to Tree Board Motion by McCall to Re-Appoint Charly Stevens to Tree Board. Seconded by Shore. Vote was unanimous. Re-Appoint Carson Riedel to Tree Board Motion by Ascherl to Re-Appoint Carson Riedel to Tree Board. Seconded by Neal. Vote was unanimous. Re-Appoint Stephanie Bernal to Tree Board Motion by Shore to Re-Appoint Stephanie Bernal to Tree Board. Seconded by McCall. Vote was unanimous. Appoint Pam Herzberg to Board of Adjustment Motion by McCall to Appoint Pam Herzberg to Board of Adjustment. Seconded by Ascherl. Vote was unanimous. Manager Communications McClarnon stated that the State Auditors will be at City Hall July 31,2023 through August 11,2023. McClarnon also stated that he and Kevin Cabbage have been working on a long-term lease between the City of Clarinda and FMTC for renting the North 1500 square feet of City Hall. McClarnon announced that the FMTC board has approved the lease and the City Council would review at an August Council Meeting. McClarnon announced that the Audit report for 2022 is complete and has been emailed to the council along with a Coronavirus examination audit. Manager McClarnon reported there were three new expansion joints put in at the Airport runway to help alleviate the buckling issue. Mayor Communications Mayor Hill thanked Mayor Pro-Tem Jeff McCall and the Council for running the last council meeting while Hill was on vacation. Mayor Hill warned everyone to be careful and stay safe during the hot weather and check on your loved ones. Adjourn Motion by Ascherl to adjourn the meeting at 5:09 p.m. Seconded by McCall.
