Clarinda City Council Minutes Wednesday, August 9,2023 City Hall – 5 p.m. The Clarinda City Council met at City Hall on August 9,2023 at 5:00 p.m. Mayor Craig Hill presided over the meeting with the following Council Members present: Jeff McCall, Austin Ascherl, Matt Ridge and James Shore. Council Member Kaley Neal was absent. Mayor Craig Hill asked for all to recite the Pledge of Allegiance Adopt Agenda Motion by McCall to adopt the agenda. Seconded by Ascherl. Vote was unanimous. Consent Agenda Councilor Shore made a motion to approve the Consent Agenda consisting of (a) the July 26,2023 Regular Council Minutes. (b) Ice House liquor license. (c) July Warrants and July Financial Reports. Seconded by Ridge. Vote was unanimous. Re-Appoint Chris Holmes to Tree Board Motion by McCall to Approve to Re-Appoint Chris Holmes to Tree Board. Seconded by Ridge. Vote was unanimous. Action Regarding Resolution for Tax Abatement on Development Within the City-Wide Urban Revitalization District for Improvements at 115 East Main Street for the Clarinda Chamber of Commerce. Motion by Shore to Approve Resolution #2067 Approving a 5-year graduated Tax Abatement on Development Within the City-Wide Urban Revitalization District for Improvements at 115 East Main Street for Clarinda Chamber of Commerce. Seconded by Ascherl. Roll Call Aye: McCall, Ascherl, Ridge, and Shore Nay: None Motion Carried. Discussion/Motion to Name new Business Park Motion by Shore to name new Business Park “Clarinda Landing Industrial Park”. Seconded by McCall. Vote was unanimous. Discussion/Motion regarding property lease to FMTC at 101 North 15th Street Councilor McCall agreed with a 50-year lease, but McCall would like to re-negotiate the Base Rent and inflation factor every 10 years. Councilor Ridge clarified that the tenant is responsible for their electrical bills. Manager McClarnon stated FMTC would have access to the basement, and that access to City Hall’s side of the basement could be closed off with the addition of a door. Mayor Hill agreed 50 years is a long time, but it is guaranteed income for the city. Manager McClarnon stated FMTC would have first rights to purchase the building if the City would decide to sell the building. The Council was okay with the 50-year lease but agrees to have a review every 10 years. Councilor Ridge asked if our current air conditioning system would be able to keep up with FMTC equipment or if that would be something that would need to be replaced. The council asked that the lease be revised and put on a future council agenda. No action was taken. Council Communications Councilor McCall complimented the Street light installed at Garfield and Hwy 2 Bypass and stated that is is a big improvement. McCall stated the manhole at 16th and Garfield was fixed, but it needs to be fixed again. McCall received a question from a resident if the street sweeper is still working and what is the schedule for use? Manager Communications Manager McClarnon has been busy with the Auditors these last two weeks. Manager McClarnon will be gone half the day on Thursday and all day on Friday. Mayor Communications Mayor Hill congratulated the participants at the Page County Fair and wished them good luck at the Iowa State Fair. Mayor Hill stated the new boulevard lights look great. Hill wanted to remind everyone that school will be starting soon, please be aware of the chaotic first couple of days. Adjourn Motion by Ridge to adjourn the meeting at 5:21 p.m. Seconded by Ascherl.
