Clarinda City Council Minutes Wednesday, March 13, 2024 Clarinda City Hall – 5:15 p.m. The Clarinda City Council met at City Hall on March 13, 2024, at 5:15 p.m. Mayor Craig Hill presided over the meeting with the following Council Members present: Mike Allbaugh, Austin Ascherl, Kaley Neal, Todd Reed, and James Shore. Mayor Craig Hill Asked for all to recite the Pledge of Allegiance. Adopt Agenda Motion by Neal to Adopt the Agenda. Seconded by Shore. Vote was unanimous. Staff Announcements Fire Chief Roger Williams reminded everyone there is still a burn ban on but is hoping for some moisture to remove the burn ban. Library Director Andrew Hoppmann announced the library received a $10,000 grant from the Library Association to use towards programs and new equipment to help patrons with hearing disabilities. The Library Day at the Capitol on March 5, 2024, was attended by Hoppmann, Mayor Hill, Library Foundation Director Nancy Brown and her husband Scott, and Trustee Bill Richardson and his wife Mary. The library will be hosting two programs this month about agricultural and culinary. The library has seen a 54% increase in patrons using the library spaces and 16% in new cards issued. Police Chief Keith Brothers announced that on March 20th and 27th at 10 a.m. the police will be testing the severe weather sirens. Public Comment Bill Brown from Blair Nebraska addressed the council on behalf of his parent’s house at 317 East Willow. Brown is concerned with his parents’ neighbor’s nuisance properties that have someone living in a camper, another camper filled with belongings, trash, and furniture in the yard. Brown alleges that the other neighbor is running a salvage yard out of his residential home. Brown spoke in favor of the ordinance and disagreed with previous comments that individuals should be able to “do whatever they want” with their property within city limits. Brown feels anyone that moves within city limits needs to abide by the rules of the city. Loren Foster, 121 West Nishna, wants the ordinance to state that people cannot live in their campers and cannot park unlicensed trailers or campers at the airport. Frank Orr, 424 East Nishna, agrees any camper or trailer needs to be licensed and no one should live in a camper or Recreational Vehicle. Orr stated the Police need to issue citations to anyone that has left an unlicensed camper or trailer at the airport. Consent Agenda Councilor Ascherl made a motion to Approve the Consent Agenda consisting of (a) February 28, 2024, Regular Council Minutes (b) J Bruners, Inc. and El Toro liquor license. (c) February Warrants and February Financial Statements. Seconded by Reed. Vote was unanimous. Resolution Approving the Final Plat of Walter Subdivision Motion by Neal to approve Resolution number 2088, Approving the Final Plat of Walter Subdivision. Seconded by Ascherl. Roll Call: Aye: Shore, Reed, Neal, Ascherl, and Allbaugh Nay: None Motion Carried Discussion/Action/Adoption regarding Third Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda by Amending Provisions Pertaining to No Parking Zones by Changing Designated No Parking Zones Motion by Allbaugh to Approve the Third Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda by Amending Provisions Pertaining to No Parking Zones by Changing Designated No Parking Zones. Seconded by Shore. Roll Call: Aye: Shore, Reed, Neal, Ascherl, and Allbaugh Nay: None Motion Carried Adoption of an Ordinance Amending the Code of Ordinances of the City of Clarinda by Amending Provisions Pertaining to No Parking Zones by Changing Designated No Parking Zones Motion by Shore to Adopt Ordinance number 910 Amending the Code of Ordinances of the City of Clarinda by Amending Provisions Pertaining to No Parking Zones by Changing Designated No Parking Zones. Seconded by Reed. Roll call: Aye: Allbaugh, Ascherl, Neal, Reed, and Shore Nay: None Motion Carried Discussion/Action/Adoption regarding First Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda by Amending Provisions Pertaining to Trucks, Accessory Trailers, and Recreational Vehicle Parking Motion by Neal to approve The First Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda by Amending Provisions Pertaining to Trucks, Accessory Trailers, and Recreational Vehicle Parking. Seconded by Ascherl Roll Call: Aye: Shore, Reed, Neal, Ascherl, and Allbaugh Nay: None Motion Carried Manager Communications Manager McClarnon communicated that he had attended the pre-construction meeting for the Alley project. McClarnon stated that the Alley project will start the last week of March and will be closed for an extended time. J Bruner’s dumpsters will be relocated to parking spots on Washington street and the other dumpsters in the alley will be moved to City Hall parking spots. McClarnon encouraged everyone to drive by Kiwanis Park and see the dinosaur playground equipment as it is being assembled. McClarnon communicated that the sewer jet truck is repaired and back in service. Mayor Communications Mayor Hill attended Library Day at the Capitol in Des Moines and visited the legislative floor where he spoke with different representatives. Hill encouraged everyone to visit the Capitol building as it is a tremendous building. Mayor Hill visited Kiwanis Park to look at the new playground equipment. Hill alerted everyone that the sirens will be tested on Wednesday, March 20th and March 27th at 10:00 a.m. Hill communicated that the Vision 35 committee will be holding a meeting in April at the High School for members of our community to give ideas and be a part of the vision project for what they want Clarinda to look like in 10 years. The Vision 35committee will use this information to prepare a strategic plan for the future. Mayor Hill wished everyone a Happy St. Patrick’s Day.
