Clarinda City Council Minutes Wednesday, June 26, 2024 City Hall – 5:15 p.m. The Clarinda City Council met at City Hall on June 26, 2024, at 5:15 p.m. Mayor Craig Hill presided over the meeting with the following Council Members present: Mike Allbaugh, Austin Ascherl, Kaley Neal, Todd Reed, and James Shore. Mayor Craig Hill Opened the meeting and asked for all to recite the Pledge of Allegiance. Adopt Agenda Motion by Ascherl to Adopt the Agenda. Seconded by Reed. Vote was unanimous. Consent Agenda Motion by Neal to approve the consent agenda consisting of (a) June 12, 2024, Regular Council Minutes (b) El Sarape, LLC Liquor License. Seconded by Allbaugh. Vote was unanimous. Children’s Parade Update Teresa Hill invited the City Council members and the Mayor to attend and be judges at the Spirit of Christmas in July Parade to be held July 13, 2024, at 10:00 a.m. Participants must dress up or decorate their bikes or strollers in a Christmas theme to participate in the parade. The start of the Parade route is at the Main City Park Shelter house and the participants will follow the City Park Recreation Trail. Public Hearing for Vacation of a Portion of 12th Street Mayor Hill opened the Public Hearing at 5:22 p.m. for Vacation of a Portion of 12th Street. Manager McClarnon stated that as required by law he published the Public Hearing Notice in the newspaper. There were no written or oral comments. Mayor Hill closed the Public Hearing at 5:23 p.m. Discussion/Action Regarding Resolution to Authorize the Vacation of a Street in the City of Clarinda Motion by Shore to Approve Resolution #2098 to Authorize the Vacation of a Street in the City of Clarinda. Seconded by Reed. Roll Call: Aye: Shore, Reed, Neal, Ascherl, and Allbaugh Nay: Motion Carried Discussion/Action Regarding Resolution Dedicating a Street within the Corporate City Limits of Clarinda, Page County, Iowa Motion by Neal to Approve Resolution #2099 Dedicating a Street within the Corporate City Limits of Clarinda, Page County, Iowa. Seconded by Ascherl. Roll Call: Aye; Allbaugh, Ascherl, Neal, Reed, and Shore Nay: Motion Carried Discussion/Action Regarding Resolution Approving a Two (2) Year 100% Tax Abatement on Development within the City Wide Urban Revitalization District for Jerry & Darla Fine at 911 South 17 th Street, Unit Number 9 Councilor Allbaugh acknowledged Tax Abatements were used to spur housing developments in the past, Allbaugh says abating property taxes may no longer be the best way to balance between housing and the City’s Budget. Councilor Shore stated that he disagreed to deny the latest condo the abatement since all the previous units had received a similar abatement. Mayor Hill agreed with Shore that a precedent has been set but says the city could investigate how it utilizes tax abatements in the future. Motion by Ascherl to Approve Resolution #2100 Approving a Two (2) Year 100% Tax Abatement on Development within the City Wide Urban Revitalization District for Jerry & Darla Fine at 911 South 17 th Street, Unit Number 9. Seconded by Shore. Roll Call: Aye: Ascherl, Neal, Reed and Shore Nay: Allbaugh Motion Carried Discussion/Action Regarding Approval of Change Order #1 to Crain Construction in the Amount of $16,187.20 for Alley Improvement Project Motion by Neal to Approve Change Order #1 to Crain Construction in the Amount of $16,187.20 for Alley Improvement Project. Seconded by Allbaugh. Vote was unanimous. Discussion/Action Regarding Pay Request #2 to Crain Construction for Alley Improvement Project in the amount of $216,584.99 Motion by Allbaugh to Approve Pay Request #2 to Crain Construction for Alley Improvement Project in the amount of $216,584.99. Seconded by Ascherl. Vote was unanimous. Appoint Seth Hudson to Board of Adjustment Motion by Ascherl to Appoint Seth Hudson to Board of Adjustment. Seconded by Reed. Vote was unanimous. Motion to go into closed session under Iowa Code Chapter 21.5, section I, to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered Motion by Shore to go into closed session under Iowa Code Chapter 21.5, section I, to evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered. Seconded by Reed. Vote was unanimous. Motion to Return to Open Session Motion by Reed to return to Open Session. Seconded by Neal. Vote was unanimous. Councilor Ascherl left the meeting at 6:26 p.m. Discussion/Action Regarding Resolution Approving Compensation for City Manager Motion by Shore to Approve Resolution #2101 Approving a 4.75% Compensation for City Manager. Seconded by Reed. Roll Call: Aye: Allbaugh, Neal, Reed, and Shore Nay: Motion Carried. Council Communication Councilor Neal thanked Craig and Teresa Hill for donating time and effort to sponsor Spirit on the Square and the Spirit of Christmas Parade. Manager Communications Manager McClarnon reported the Alley project is almost complete and looks great. McClarnon thanked the Council for his increase in pay. Mayor Communications Mayor Hill wished everyone a Happy and Safe 4 th of July. Mayor Hill reminded the community they can start shooting off fireworks June 29th, but asked that people please be considerate of your neighbors and clean up after yourself.
