Clarinda City Council Minutes Wednesday, June 12, 2024 City Hall – 5:15 p.m. The Clarinda City Council met at City Hall on June 12, 2024, at 5:15 p.m. Mayor Craig Hill presided over the meeting with the following Council Members present: Mike Allbaugh, Austin Ascherl, Kaley Neal, Todd Reed, and James Shore. Mayor Craig Hill Opened the meeting and asked for all to recite the Pledge of Allegiance. Adopt Agenda Motion by Ascherl to Adopt the Agenda. Seconded by Neal. Vote was unanimous. Staff Announcements Fire Chief, Roger Williams reported they are at 13 or 14 more fire calls this year than last year. Williams reported the response time with recent house fire was efficient, with great cooperation between the Police, Volunteer firemen and EMS. Public Comment Colleen Strong, representative for the Veterans Banner Program reported they have 105 Veteran’s Banners around the Boulevard. They stopped taking applications for banners in April but will accept applications in September for banners to be added next year. Strong has received numerous compliments and is happy to be involved with a great program for Clarinda. Cindy Van Fosson, Clarinda resident, gave an update on a Federal Case in California that has not received a ruling about fluoride being added to Cities water source. Van Fosson sited the Surgeon General is not discouraging or promoting fluoride and another study was done on the adverse effects fluoride has on babies in utero. Van Fosson encouraged the council to do their own research on the effects of fluoride being added to drinking water. Consent Agenda Motion by Shore to approve the consent agenda consisting of (a) May 22, 2024, Regular Council Minutes (b) Fareway Stores, Inc. Liquor License, MJ’s COMEBACK Liquor License. Cigarette Permits for Casey’s #2491, Casey’s #2467, Ding’s Honk’n Holler, Hy-Vee Food Stores, Fareway Stores, Inc., Dollar General #2305, Dolgencorp, LLC., and Puffs and More, LLC. (c) May Warrants and May Financial Statements. Seconded by Reed. Vote was unanimous. Permission to Block Off West Washington Street From 16th to 17th Street for Street Dance in front of Indaclar Bar on August 17,2024 from 4:00 p.m. to 2:00 a.m. on August 18, 2024 Cera Sams, Manager at Indaclar, gave a summary for the proposed Indaclar street dance. Sams requested permission to Block off West Washington Street from 16th to 17th Street for a Street Dance in front of Indaclar Bar on August 17, 2024 from 4:00 p.m. to 2:00 a.m. on August 18th, 2024. Sams stated that they would charge a $3 cover charge and that 10% of the profits would go to the Animal Shelter. Sams also stated that the music would start at 6:00 p.m. and would be done at 1:00 a.m. on the 18th. After further discussion, it was also decided that a $200.00 permit fee would be required due to the need for additional Law Enforcement during the event. After further discussion, Shore made a motion to approve permission to Block off West Washington Street from 16th to 17th Street for a Street Dance in front of Indaclar Bar on August 17, 2024 from 4:00 p.m. to 2:00 a.m. on August 18th, 2024 with a $200.00 dollar permit fee due to the need for extra Law Enforcement. Seconded by Allbaugh. Vote was unanimous. Library Summer Programming Update Lied Public Library Director, Andrew Hoppmann introduced the Children’s Library Director, Bobbi Whitehill. Hoppmann stated that the library is hosting an outdoor concert at 2:00 p.m. June 15,2024. Whitehill stated that the summer program has 184 signed up for the reading program and the Library hosted the Blank Zoo for a live animal program. Permission to Close 13th Street Boulevard between Stuart Street and Grant Street on June 18th, 2024 between 10:00 a.m. and Noon for Touch a Truck Event. Lied Public Library Director Andrew Hoppmann requested permission to Close 13th Street Boulevard between Stuart Street and Grant Street on June 18th, 2024 between 10:00 a.m. and Noon for a Touch a Truck Event. Motion by Ascherl to approve permission to Close 13th Street Boulevard between Stuart Street and Grant Street between 10:00 a.m. and Noon on June 18th, 2024 for a Touch a Truck Event. Seconded by Allbaugh. Vote was unanimous. Approve Pay Application Number 5(Final) in the Amount of $6,555.51 to Bluffs Paving & Utility Company for Phase 2 of the Clarinda Recreation Trail Motion by Neal to approve Pay Application Number 5(Final) in the amount of $6,555.51 to Bluffs Paving & Utility Company for Phase 2 of the Clarinda Recreation Trail. Seconded by Reed. Vote was unanimous. Discussion/Action Regarding Resolution to Set Public Hearing for Vacation of a Street Motion by Shore to approve Resolution #2095 to Set Public Hearing Date for June 26th, 2024 at 5:15 p.m. to vacate a portion of 12th Street. Seconded by Reed. Roll Call: Aye: Allbaugh, Ascherl, Neal, Reed and Shore Nay: Motion carried. Discussion/Action Regarding Resolution Approving Compensation Adjustments for City Employees Except for Full- Time Hourly Police Officers Motion by Reed to Approve Resolution #2096 Approving Compensation Adjustments for City Employees, Except for Full-Time Hourly Police Officers effective with the first payroll in July, 2024. Seconded by Neal. Roll Call: Aye: Shore, Reed, Neal, Ascherl, and Allbaugh Nay: Motion Carried. Discussion/Action Regarding Resolution Approving Compensation Adjustments for Full-Time Hourly Police Officers Motion by Allbaugh to approve Resolution #2097 Approving Compensation Adjustments for Full-Time Hourly Police Officers, effective with the first payroll in July 2024. Seconded by Ascherl. Roll call: Aye: Ascherl, Shore, Allbaugh Nay: Abstained: Neal and Reed Motion Carried Council Communication Councilor Reed enjoys seeing the Veterans Banners around the Boulevard and thanked Colleen Strong for the program. Councilor Ascherl enjoyed seeing his grandfather’s reaction to the Veteran’s banners and he thanked Colleen Strong for the program. Manager Communications Manager McClarnon reported that the total cost for City Wide Clean-up was $10,227.25. McClarnon stated the city always looks better after clean-up days. McClarnon also reported that on June 21st the crew laying the bricks in the alley are going to work the 21st, 22nd and 23rd, weather permitting. McClarnon also reported that on June 21st, 2024 BA Marketing will launch the new City of Clarinda Website. Manager McClarnon stated that he has been working on preliminary year-end numbers. Mayor Communications Mayor Hill received a thank you from The Chamber of Commerce for the Cruzin Clarinda event. Hill requested everyone to remove political signs from their yards. Hill also reported that Lieutenant Governor Adam Gregg toured EZ-Way Corporation. Hill cautioned the community to pay attention to children running in between cars at the busy ballfields. Hill suggested people take a different route if they don’t need to be in the ballfield area. Adjourn Motion by Allbaugh to adjourn the meeting at 6:21p.m. Seconded by Ascherl. Vote was unanimous.
