Wednesday, April 24, 2024
City Hall – 5:15 p.m.
The Clarinda City Council met at City Hall on April 24, 2024, at 5:15 p.m. Mayor Craig Hill presided over the meeting with the
following Council Members present: Mike Allbaugh, Austin Ascherl, Kaley Neal, and Todd Reed.
Absent: James Shore
Mayor Craig Hill Opened the meeting and asked for all to recite the Pledge of Allegiance.
Adopt Agenda
Motion by Ascherl to Adopt the Agenda. Seconded by Reed. Vote was unanimous.
Staff Announcements
Library Director Andrew Hoppmann reported to the council the history of the Clarinda Library. The library added concrete for
better access to the pavilion for summer concerts. Hoppmann introduced the Dolly Parton reading program dedicated to
helping inspire the love of reading by gifting Free books to children from birth to age 5. Hoppmann invited the community to
Southwest Iowa Families open house on May 8, 2024 from 3:30 p.m. to 6:00 p.m.
Consent Agenda
Motion by Allbaugh to approve the consent agenda consisting of (a) April 10, 2024, Regular Council Minutes (b) Casey’s #2491
liquor license and Casey’s #2467 liquor license. Seconded by Neal. Vote was unanimous.
Public Hearing for Fiscal Year 2025 Budget
Mayor Hill opened the Public Hearing for Fiscal Year 2025 Budget at 5:20p.m. Manager McClarnon stated the Public Hearing
was published in the paper as required by law and he had no written or oral comments. Mayor Hill closed the Public Hearing
for Fiscal Year 2025 Budget at 5:21 p.m.
Resolution for Adoption of Budget Certification of City Taxes Fiscal Year Beginning July 1, 2024 – Ending June 30,2025
Motion by Neal to Adopt Resolution #2091 of Budget Certification of City Taxes Fiscal Year Beginning July 1, 2024 – Ending
June 30,2025. Seconded by Ascherl.

Public Hearing on Plans, Specifications & Form of Contract for Hangar Project at Clarinda Municipal Airport-Schenck
Field
Mayor Hill opened the Public Hearing on Plans, Specifications & Form of Contract for Hangar Project at Clarinda Municipal
Airport-Schenck Field at 5:21 p.m. Manager McClarnon stated the Public Hearing was published as required by law and had no
written or oral comments. Mayor Hill closed the Public Hearing on Plans, Specifications & Form of Contract for Hangar Project
at Clarinda Municipal Airport-Schenck Field at 5:23 p.m.

Motion by Ascherl to Approve Resolution #2092 Approving Plans, Specifications & Form of Contract for Hangar Project at
Clarinda Municipal Airport-Schenck Field. Seconded by Neal.

Review Construction Bids for Hangar Project a Clarinda Municipal Airport-Schenck Filed
Manger McClarnon stated the bid letting was held on Thursday April 18, 2024, at 2:00 p.m. and that the city received a bid
from Henningsen Construction, Inc. for $783,119.00 and a bid from Jensen Builders, LTD for $1,072,647.00. McClarnon stated
that the FAA will have to review the bids and will give the City a recommendation of awarding the bid. No action taken.
Discussion Regarding 2 City-Owned Vacant Lots Located at the intersection of 12th Street Garfield Street
Lonnie Weed, owner of Southwest Sanitation, requested to purchase the 2 city-owned vacant lots located at the intersection of
12th Street and Garfield Street. Weed stated that due to funds they would use the properties as a parking lot, but eventually
would like to build a building for offices and storage. Weed is interested in purchasing the property to the West of these
properties, but it is not currently feasible. Mayor Hill expressed his concern of just having a gravel lot as he would like to see a
building built. Councilors Reed and Ascherl agreed they would like to get the properties sold and agreed Southwest Sanitation
takes care of their current properties. Manager McClarnon stated the city would like to survey the East lot of these 2
properties and incorporate the lots together, with the city keeping the street right of way. McClarnon recommended waiting to
make a decision when the survey was complete. No action taken.
Discussion/Action Regarding Agreement for Concept Plans for Clarinda Landing Industrial Park in the amount of
$4,750.00.
Motion by Reed to Approve Agreement for Concept Plans for Clarinda Landing Industrial Park in the amount of $4,750.00.
Seconded by Neal. Vote was unanimous.
Discussion/Action Regarding Agreement for Concept Plans for Hugh & Maxine Loudon Business Park in the Amount of
$6,500.00.
Motion by Ascherl to Approve Agreement for Concept Plans for Hugh & Maxine Loudon Business Park in the Amount of
$6,500.00. Seconded by Reed. Vote was unanimous.
Municipal Securities Disclosure Training
Manager McClarnon administered the required Municipal Securities Disclosure Training to the city council. No action taken.
Manager Communications
Manager McClarnon stated he and Mayor Craig Hill have been attending meetings for organizing the upcoming Fly Iowa Event
to be held on August 31, 2024. McClarnon stated that if the weather is decent, the Military Banners will start going up on
Monday, April 29th.
Mayor Communications
Mayor Hill invited the community to attend the Arbor Day celebration at Hockenberry Park on Friday April 26, 2024, at 10:00
a.m. Mayor Hill reminded the community about prom this weekend and wished the kids to have fun and be safe. Hill invited
the community to attend FMTC open house at the Lied Center on April 25,2024 from 4:00 p.m. to 6:00 p.m.
