Wednesday, April 10, 2024
City Hall – 5:15 p.m.
The Clarinda City Council met at City Hall on April 10, 2024, at 5:15 p.m. Mayor Craig Hill presided over the meeting with the
following Council Members present: Kaley Neal, Todd Reed, and James Shore.
Absent: Mike Allbaugh and Austin Ascherl
Mayor Craig Hill Opened the meeting and asked for all to recite the Pledge of Allegiance.
Adopt Agenda
Motion by Reed to Adopt the Agenda. Seconded by Shore. Vote was unanimous.
Staff Announcements
Police Chief Keith Brothers invited the council and the community to attend the annual Police Memorial Service at the Clarinda
Cemetery on May 15, 2024, at 2:00 p.m. at the tomb of the unknown soldier.
Consent Agenda
Motion by Shore to approve the consent agenda consisting of (a) March 27, 2024, Regular Council Minutes (c) March Warrants
and March Financial Statements. Seconded by Reed. Vote was unanimous.
Approve 2024 Chamber of Commerce Events
Elaine Farwell, Chamber Executive Director, requested several street and square closures for the Chamber 2024 Events. Those
requests include:
1. 10th Annual Cruzin’ Clarinda – Saturday, June 1st – 8:00 a.m. – 4:00 p.m. requesting to close the downtown square area
on the east, west, and south sides from 6:30 a.m. to 4:00 p.m. and to hold the parade at 3:00 p.m. and closing the
appropriate parade route streets.
2. 69th Annual Southwest Iowa Band Jamboree – Saturday, October 5th – 9:00 a.m. – Noon. The parade begins at 9:00
a.m. with the same route as previous year’s requesting to close the downtown square and parade route from 7:30 a.m.
till Noon.
3. 65th Annual Craft Carnival- October 19th – 6:00 a.m. – 5:00 p.m. requesting no parking on South 6th Street between
Grant and Stuart Streets and to be able to place directional signs for the event.
4. 32nd Annual Kiwanis Lighted Christmas Parade – Friday, November 29th, - 6:00 p.m. – 8:00 p.m. Requesting to close
the downtown square and appropriate parade route street intersections.
Motion by Shore to Approve 2024 Chamber of Commerce Events. Seconded by Neal. Vote was unanimous.
Proclamation for National Day of Prayer
Marcia Cline from the National Day of Prayer committee requested the mayor to sign the Proclamation for National Day of
Prayer. Mayor Craig Hill read the proclamation declaring Thursday, May 2nd, 2024, as National Day of Prayer for Clarinda.
Discussion/Action regarding Third Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda
by Amending Provisions Pertaining to Trucks, Accessory Trailers, and Recreational Vehicle Parking.
Motion by Shore to Approve Third Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda by
Amending Provisions Pertaining to Trucks, Accessory Trailers, and Recreational Vehicle Parking. Seconded by Reed.

Nay: None
Motion carried.

Set Public Hearing Date for May 8,2024 for Fiscal Year 2024 Budget Amendment
Motion by Reed to approve Setting a Public Hearing Date for May 8, 2024, for fiscal year 2024 Budget Amendment. Seconded
by Neal. Vote was unanimous.
Manager Communications
Manager McClarnon announced the City-Wide Clean-Up days will be held May 16, 2024 at 7:00 a.m. to 3:30 p.m., May 17,2024
at 7:00 a.m. to 3:30 p.m., and May 18,2024 at 7:00 a.m. to 12:00 p.m. Manager McClarnon stated residents can call City Hall to
make an appointment for volunteers from NSK to pick up items at the curb. McClarnon stated that the Alley project start date
has moved to April 29, 2024, weather permitting, and Final Engineer approval is obtained.
Mayor Communications
Mayor Hill invited the community to the High School on April 15, 2024, from 4:30 p.m. to 6:30p.m. to look at the ideas the
committee has for Vision35. Mayor Hill encouraged everyone to voice their own opinions and ideas of what they want for
Clarinda’s future. Mayor Hill received some concerns about banning golf carts driving within the city. Hill stated that this is just
and rumor and is not true. Hill also advised that as the weather gets nicer there will be people out on their golf carts. Mayor
Hill encourages everyone to use common sense, be aware and be safe.
