Wednesday, September 11, 2024
City Hall – 5:15 p.m.
The Clarinda City Council met at City Hall on September 11, 2024, at 5:15 p.m. Mayor Craig Hill presided over the
meeting with the following Council Members present: Kaley Neal, Austin Ascherl, Todd Reed, and James Shore.
Mayor Craig Hill Opened the meeting and asked for all to recite the Pledge of Allegiance.
Mayor Hill asked for a moment of silence to honor the lives lost on September 11, 2001.
Adopt Agenda
Motion by Neal to Adopt the Agenda. Seconded by Ascherl. Vote was unanimous.
Consent Agenda
Motion by Ascherl to approve the consent agenda consisting of (a) August 14, 2024, Regular Council Minutes (b) El
Toroclarinda LLC, MJ’s Comeback LLC, and Ice House liquor licenses (c) August Warrants and August Financial
Statements. Seconded by Reed. Motion carried 3-0 with Shore Abstaining.
Discussion/Action regarding City-Owned Vacant Lots located at the intersection of 12th Street and Garfield
Street
Lonnie Weed, owner of Southwest Sanitation, expressed his interest in buying the properties at 12th and Garfield to
expand his garbage business. Motion by Shore to proceed with the sale of the city-owned Vacant Lots located at
the Intersection of 12th Street and Garfield. Seconded by Ascherl. Vote was unanimous.
Discussion/Action Regarding Resolution Setting Public Hearing for Disposal of Real Property
Motion by Neal to approve action regarding Resolution #2105 setting Public Hearing for September 25,2024 at
5:15 p.m. for Disposal of Real Property on East Garfield Street. Seconded by Reed.

Discussion/Action Regarding Sale of Airport Hangar
Milo Beery and Colin Beery, owners of Clarinda Flying Service made an offer of one hundred seventy-five thousand
dollars for the corporate hangar at Clarinda Municipal Airport-Schenck Field and an offer of two hundred dollars a
year lease payment for the ground it is sitting on. Steve Mowery addressed the council with his concerns and
questions about the decision to sell the Airport Hangar to Milo and Colin Beery. After further discussion, Reed
made a motion to proceed with the sale of the Airport Hangar to Milo Beery and Colin Beery for one hundred
seventy-five thousand dollars for the corporate hangar at Clarinda Municipal Airport-Schenck Field and with an
offer of two hundred dollars a year lease payment for the ground it is sitting on. Second by Ascherl. Vote was
unanimous.
Discussion Regarding Appointment for City Council Vacancy
Jayne Wilson, 503 West Clark Street submitted a letter of interest for City Council Vacancy. Ms. Wilson stated that
she wants to give back to the community because she feels that Clarinda is a great place to raise a family and a
great place to retire.
Action Regarding Resolution to Fill Vacancy on City Council by Appointment
Motion by Shore to approve Resolution #2106 to Fill Vacancy on City Council by appointing Jayne Wilson to fill the
unexpired term of Mike Allbaugh, Sr. Seconded by Neal.

Administer Oath of Office to Council Member
Mayor Hill administered the Oath of Office to Jayne Wilson.
Council Communications
Councilor Shore welcomed Jayne Wilson to the council. Councilor Ascherl announced the A’s Board received a
grant to upgrade the bleachers at A’s field and a new sound system. Ascherl congratulated Jayne Wilson. Councilor
Wilson thanked the council for the appointment to city council.
Manager Communications
Manager McClarnon congratulated Jayne on being appointed to the city council. Manager McClarnon announced
the pool will be closed beginning Monday September 16, 2024, for a month to be drained and re-painted.
McClarnon thanked Councilor Neal for her contribution towards buying new starting blocks for the pool.
McClarnon announced that he has concept plans for the new business parks. A committee consisting of Amy
McQueen, Craig Hill Jon Baier and Gary McClarnon will meet to discuss details and bring ideas to the council at a
later date. McClarnon stated that he has a preconstruction meeting for the construction of the new 5-unit T Hangar
at Clarinda Municipal Airport-Schenck Field. McClarnon thanked all the volunteers that were involved with Fly
Iowa. McClarnon stated that it was a great event, and it was estimated that there were 5,500 hundred people that
attended. McClarnon stated our water flow is down to 47 cubic feet per second, which okay and we don’t have to go
into conservation mode until we hit 15 cubic feet per second for 7 consecutive days. Right now, McClarnon will be
monitoring this, due to no rain in the future forecast.
Mayor Communications
Mayor Hill welcomed Wilson to the council. Mayor Hill stated Fly Iowa was a great event. The committee was great,
and Hill was happy with sponsors that came to support the event. Hill agreed that everyone had a wonderful time.
Hill stated that harvest is coming and the farmers will be coming into town with their tractors and semi-trucks and
Hill would like everyone to be aware of this and be safe.

Motion by Ascherl to adjourn the meeting at 5:51 p.m. Seconded by Neal. Vote was unanimous.
