Clarinda City Council Minutes Wednesday, August 14, 2024 City Hall – 5:15 p.m. The Clarinda City Council met at City Hall on August 14, 2024, at 5:15 p.m. Mayor Craig Hill presided over the meeting with the following Council Members present: Kaley Neal, Austin Ascherl, Todd Reed, and James Shore. Mayor Craig Hill Opened the meeting and asked for all to recite the Pledge of Allegiance. Adopt Agenda Motion by Ascherl to Adopt the Agenda. Seconded by Neal. Vote was unanimous. Staff Announcements Library Director, Andrew Hoppmann, reported to the council the ending numbers for the summer programs with 202 children participating, 677 activities logged, 11,612 minutes read and 1,968 total attendances. The “Touch a Truck” program was enjoyed by the children. Hoppmann also communicated that there are 111 active children receiving free books from Dolly Parton’s Imagination Library. Consent Agenda Motion by Shore to approve the consent agenda consisting of (a) July 24, 2024, Regular Council Minutes (b) Inda Clar Bar & Billiards Liquor license (c) July Warrants and July Financial Statements. Seconded by Reed. Vote was unanimous. Discussion/Motion regarding Cemetery Walk on October 12th and 13th at Clarinda Cemetery. Trish Bergren, Curator for the Nodaway Valley Historical Museum, provided a letter to the council requesting to host the 13th Annual Cemetery Walk on October 12th and 13th at the Clarinda Cemetery. The event will take place on both days from 3:30 p.m. until 5:30 p.m. Bergren would like permission for those attending the event to park on the side street of Walnut Street and placing a banner at the cemetery entrance advertising the upcoming event. Motion by Neal by to approve the Cemetery Walk on October 12th and 13th at Clarinda Cemetery. Seconded by Ascherl. Vote was unanimous. Review Contracts and Bonds for 5-Unit T-Hanger Construction and Taxiway Extension McClarnon reviewed the highlights of the Contracts and Bonds for the 5-Unit T-Hangar Construction and Taxiway Extension with the City Council and asked if there were any questions or comments. McClarnon stated that the FAA and Engineer have approved the contract and bonds and now require a Resolution to be passed to move forward with the project. Action Regarding Resolution Approving Contracts and Bonds for 5-Unit T-Hanger Construction and Taxiway Extension Motion by Shore to Approve Resolution #2104 approving Contracts and Bonds for 5-Unit T-Hanger Construction and Taxiway Extension. Seconded by Reed. Roll call: Aye: Shore, Reed, Neal, and Ascherl. Nay: Motion Carried Discussion/Action Regarding Approval of Change Order #2 to Crain Construction in the amount of $12,499.76 for Alley Improvement Project Motion by Reed to Approve Change Order #2 to Crain Construction in the amount of $12,499.76 for Alley Improvement Project. Seconded by Ascherl. Vote was unanimous. Discussion/Action Regarding Pay Request #4 to Crain Construction for Alley Improvement Project in the amount of $3,499.24 Motion by Ascherl to Approve Pay Request #4 to Crain Construction for Alley Improvement Project in the amount of $3,499.24. Seconded by Neal. Vote was unanimous. Discussion/Action Regarding consideration of one of two option to fill vacancy of Council Member to fill the unexpired term of Mike Allbaugh (Iowa Code 372.13) Manager McClarnon informed the council that to fill a council vacancy, a notice of intent is required to be published that identifies the vacancy, state the intention of the council to fill the vacancy by appointment and indicate the date, time and place of the meeting. The notice must also state the public has a right to petition for a special election. The appointment to fill a vacancy must be done within 60 days of the date the vacancy occurred. People interested would need to give a letter of intent by September 11, 2024. McClarnon stated that if the council chooses to fill the vacancy by special election, there needs to be a notice given to the auditor, and it could cost between $3,000 to $4,000 to hold the special election. After further discussion, Shore made a motion to Approve Filling Vacancy by Appointment to fill the unexpired term of Mike Allbaugh (Iowa Code 372.13). Seconded by Reed. Vote was unanimous. Council Communications Councilor Ascherl complimented the Public Works for keeping the town looking good. Ascherl’s wife’s musical event this past Saturday was successful, and Ascherl complemented the library’s outdoor Pavilion. Ascherl also communicated that this Saturday at 2:00 p.m. a Shenandoah High School Rock and Roll band called Gas and Grass will be performing at the Library Pavilion and he invited all to attend the event. Councilor Reed was asked by a classmate of the class of 1976 if their time capsule is still buried on the Library Property that used to be the Middle school property. Mayor Hill reported the time capsule was moved to the PK-6 school property. Manager Communications Manager McClarnon has been spending the last two weeks with the State Auditors. McClarnon has not received a report back but isn’t expecting anything too serious. The Fiscal year 2023 Audit report has still not been given to the City. McClarnon stated that he attended and enjoyed the Page County Fair and Iowa State Fair. McClarnon said that he appreciates all the hard work the youth put into their projects. Mayor Communications Mayor Hill reminded the community school starts next week and to be aware of the children walking to school. Hill also stated that the increased traffic will be hectic until everyone gets back into the routine of school. Adjourn Motion by Ascherl to adjourn the meeting at 5:33 p.m. Seconded by Reed.
