Wednesday, November 13, 2024
City Hall – 5:15 p.m.
The Clarinda City Council met at City Hall on November 13, 2024, at 5:15 p.m. Mayor Craig Hill presided over the
meeting with the following Council Members present: Jayne Wilson, Austin Ascherl, Kerry Clark and Jamie Shore.
Absent Kaley Neal
Mayor Craig Hill Opened the meeting and asked everyone to recite the Pledge of Allegiance.
Adopt Agenda
Motion by Wilson to Adopt the Agenda. Seconded by Ascherl. Vote was unanimous.
Consent Agenda
Motion by Shore to approve the consent agenda consisting of (a) October 23, 2024, Regular Council Minutes (b)
Clarinda Country Club, Dings Honk’n Holler and Southwest Iowa Families Liquor Licenses. (c) October Warrants
and October Financials. Seconded by Wilson. Vote was unanimous
Discussion/Action Regarding Removing or Reducing Charges Assessed to Property at 223 South 11th Street
Devonta Brown, owner of the property located at 223 South 11th Street since February of 2023, requested that the
City of Clarinda remove or reduce the mowing and cleaning up charges assessed to the property. McClarnon stated
that Mr. Brown did not mow the property in 2023 or the beginning of 2024, so the city had to clean it up after the
proper notices had been posted. McClarnon stated that had the city taken over the mowing in early 2023 and the
beginning of 2024, the total costs that would have been assessed against the property would have been $3,600.00
minimum. After further discussion, Councilor Shore made a motion to deny the request to remove or reduce the
charges assessed to the property located at 223 South 11th Street. Seconded by Ascherl. Vote was unanimous.
Discission/Action Regarding changing November 27, 2024, Council Meeting to November 25, 2024, if
needed
Motion by Shore to approve changing November 27, 2024, council meeting to November 25, 2024, if needed.
Seconded by Wilson. Vote was unanimous.
Discussion/Action Regarding changing December 25, 2024, Council Meeting to December 23, 2024, if
needed
Motion by Wilson to approve changing December 25, 2054, Council Meeting to December 23, 2024, if needed.
Seconded by Clark. Vote was unanimous.
Set Public Hearing Date for Renewal of Clarinda City-Wide Urban Revitalization Plan
Motion by Shore to Approve Resolution Number 2119 setting December 11, 2024, for Public Hearing Date for
Renewal of Clarinda City-Wide Urban Revitalization Plan. Seconded by Ascherl.

Discuss Hugh & Maxine Loudon Business Park
Manager McClarnon showed the City Council a concept drawing of the new Hugh & Maxine Loudon Business Park
and then went over the estimated infrastructure costs associated with the concept plan. McClarnon stated that the
estimated infrastructure costs would be $4,351,600.00 and would require a General Obligation Bond in order to
cash-flow the project. McClarnon stated that the Streets portion of Local Option Sales Tax could provide part of the
annual payment of the General Obligation Bonds, thus reducing the amount of property tax increase needed to
make the payments. McClarnon estimated that if a portion of the principal amount of the Bonds were paid up front
out of the Sewer Improvement Fund and Streets Fund and only $3,500,000.00 was actually borrowed, then the
property tax levy amount would increase by 82 cents/$1000. With this smaller increase in the property tax levy,
the estimated tax increase for a typical $100,000 house would be approximately $38.00 per year. Councilor Wilson
stated that she does not like to increase the property tax levy unless absolutely necessary, but does see this as an
investment in the future of Clarinda. Clark stated that she sees the long-term benefits in expanding the commercial
tax base of Clarinda. McClarnon communicated that the council would vote on the decisions regarding the future
improvements. McClarnon said he wanted to get this project on the agenda for discussion so the council was up to
date on the current progress.
No action was taken.
Council Communications
Kerry Clark stated that she is looking forward to serving the council. Shore welcomed Clark to the City Council.
Manager Communications
Manager McClarnon stated that the Annual Financial Report would be published in the November 20th edition of
the Southwest Iowa Herald and is due to the State of Iowa by December 1st.
Mayor Communications
Mayor Hill welcomed councilor Clark to her first meeting. Hill mentioned the Library is providing Dementia
training and encouraged the community to attend. Mayor Hill reminded everyone that Clarinda Sings is this
weekend, and said that it is a great program. Mayor Hill wished everyone a Happy Thanksgiving.

Motion by Ascherl to adjourn the meeting at 5:48 p.m. Seconded by Wilson. Vote was unanimous.
