Wednesday, December 11, 2024
City Hall – 5:15 p.m.
The Clarinda City Council met at City Hall on December 11, 2024, at 5:15 p.m. Mayor Craig Hill presided over the
meeting with the following Council Members present: Jayne Wilson, Austin Ascherl, Kaley Neal, Kerry Clark and
Jamie Shore.
Mayor Craig Hill Opened the meeting and asked everyone to recite the Pledge of Allegiance.
Adopt Agenda
Motion by Neal to Adopt the Agenda. Seconded by Ascherl. Vote was unanimous.
Consent Agenda
Motion by Wilson to approve the consent agenda consisting of (a) November 13, 2024, Regular Council Minutes (b)
Hy-Vee, Inc. Alcohol License (c) November Warrants and November Financials. Seconded by Shore. Vote was
unanimous
Public Hearing on the Proposed Amendment to the Urban Revitalization Plan for the Clarinda City -Wide
Urban Revitalization Area
Mayor Hill opened the Public Hearing at 5:16 p.m. on the Proposed Amendment to the Urban Revitalization Plan
for the Clarinda City-Wide Urban Revitalization Area. Manager McClarnon stated there were no oral or written
comments. Mayor Hill closed the Public Hearing at 5:19 p.m.
Discission/Action Regarding Resolution Adopting the 2024 Amendment to the Clarinda City-Wide Urban
Revitalization Area
Motion by Clark to Approve Resolution #2120 Adopting the 2024 Amendment to the Clarinda City-Wide Urban
Revitalization Area. Seconded by Neal.

Aye: Wilson, Ascherl, Neal, Clark, and Shore
Nay: None
Motion carried.
Action Regarding Pay Request Number 2 to Henningsen Construction in the amount of $101,906.50 for
Construction of 5-Unit T-Hangars and Taxilane Extension
Motion by Ascherl to Approve Pay Request Number 2 to Henningsen Construction in the amount of $101,906.50
for Construction of 5-Unit T-Hangars and Taxilane Extension. Seconded by Wilson. Vote was unanimous.
Discussion/Action Regarding Resolution Approving 5-Year Airport Capital Improvement Plan
Manager McClarnon stated every year in December our Engineers put together an updated plan to have on file with
the FAA listing out potential Capital improvement Projects at Clarinda Municipal Airport-Schenck Field.
Motion by Neal to approve Resolution #2121 Approving 5-Year Airport Capital Improvement Plan. Seconded by
Clark.

Discussion/Action Regarding Lease Purchase Agreement for Sale of Hangar at Clarinda Municipal Airport-
Schenck Field
Manager McClarnon stated Milo Beery has made an offer to purchase the 65’ x 70’ Box Hangar for $175,000. Beery
also agreed to pay the City of Clarinda $200.00 per year for the lease of the real estate witch the hangar sits on. This
agreement will go for Five years with an automatic renewal for five years unless terminated by either party.
Motion by Ascherl to Approve Lease Purchase Agreement for Sale of Hangar at Clarinda Municipal Airport-Schenck
Field. Seconded by Wilson. Vote was unanimous.
Discussion/Action Regarding Resolution to set Public Hearing Date for January 8, 2025 for Disposal of
Property at 85 Airport Road
Motion by Shore to Approve Resolution #2122 to set Public Hearing Date for January 8, 2025 for Disposal of
Property at 85 Airport Road. Seconded by Neal.

Nay: None

Discussion/Action Regarding Resolution Setting the Date for a Public Hearing on Proposal to Enter into a
General Obligation Corporate Purpose Loan Agreement and to Borrow Money thereunder in a Principal
Amount not to Exceed $3,500,000.00
Motion by Neal to Approve Resolution #2123 Setting the Date for a Public Hearing on January 8, 2025 for Proposal
to Enter into a General Obligation Corporate Purpose Loan Agreement and to Borrow Money thereunder in a
Principal Amount not to Exceed 3,500,000.00. Seconded by Wilson.

Council Communications
Councilor Ascherl stated that the square looks nice and last week’s events were attended well by the community.
Councilor Clark stated the 17th Annual Taste of Clarinda was attended well considering the cold weather.
Manager Communications
Manager McClarnon asked the council to turn in extra meetings they attended for next week’s payroll.
Manager McClarnon and Paula Gray attended a Budget workshop. McClarnon stated he will be keeping a close eye
on possible future property tax reform. McClarnon stated he may ask the council to send emails to our Legislators
when property tax reform is discussed at the state level.
Mayor Communications
Mayor Hill complimented the success of the current Holiday Events and the participation of everyone. Hill stated
that Andrew Hoppmann is hosting a concert at the library tonight at 6:00 p.m. Hill thanked all the fire departments
that assisted with a recent fire in the city. Mayor Hill wished everyone a Merry Christmas and a Happy New Year.
