Clarinda City Council Minutes Wednesday, March 26, 2025 Clarinda City Hall – 5:15 p.m. The Clarinda City Council met at Clarinda City Hall on March 26, 2025, at 5:15 p.m. Mayor Craig Hill presided over the meeting with the following Council Members present: Jayne Wilson, Austin Ascherl, Kerry Clark and Jamie Shore. Absent Kaley Neal Mayor Craig Hill Opened the meeting and asked everyone to recite the Pledge of Allegiance. Adopt Agenda Motion by Ascherl to Adopt the Agenda. Seconded by Clark. Vote was unanimous. Staff Announcements Fire Chief Roger Williams stated that the Fire Department received a grant from the DNR in the amount of $1,800.00 for new hose and tools. Williams stated that the Fire Department also received a grant from Community Foundations of Southwest Iowa in the amount of $10,600.00 for a water rescue pack and inflatable boat. Consent Agenda Motion by Wilson to approve the Consent Agenda (a) March 12, 2025, Regular Council Minutes (b) Dollar General Liquor License. Seconded by Ascherl. Vote was unanimous Discussion/Action Regarding Past Due Water Bill Clarinda Resident, Mark Everett lives at 300 West Garfield Street. Everett asked the council if he is responsible for a past due water bill at his old rental property located at 400 East Nodaway Street. He stated that the water bill is in his name, but the water usage was his tenants. Mayor Hill stated Everett is responsible for the bill since he is the property owner, and the water account application was not filled out by his tenant. Motion by Ascherl to deny request to refund money on past due water bill. Seconded by Wilson. Vote was unanimous. Request Permission to close off 16th Street from Washington Street to Chestnut Street For Street Dance on June 7th, 2025 Matt Degase, owner of MJ’s Comeback bar, is requesting to close off 16th Street from Washington Street to Chestnut Street on June 7th, 2025 for a Street Dance to promote MJ’s Comeback bar and Maryville Radio Station 97.1. Degase stated he will close off the street at 4:00 p.m. when Cruzin’ Clarinda car show ends. Degase then stated that the dance will be from 8:00 p.m. until 1:00 a.m. Motion by Shore to Approve Matt Degase request to close off 16th Street from Washington Street to Chestnut Street for a Street Dance on June 7th, 2025. Seconded by Ascherl. Vote was unanimous. Discussion/Action Regarding Proposal for Roof Repair at the Lied Center Motion by Clark to Approve Proposal from Hoskins Siding and Windows in the amount of $67,840.00 for Roof Repair at the Lied Recreation Center. Seconded by Wilson. Vote was unanimous. Discussion/Action Regarding 2025 Clean-Up Days Motion by Ascherl to approve setting the spring city-wide clean-up days for May 29th and May 30th from 7 a.m. to 3:30 p.m. and May 31st from 7a.m. to noon. Manager McClarnon stated the Clarinda Foundation offered to fund a second clean-up day. McClarnon will propose dates at a future council meeting for fall clean-up days. Seconded by Clark. Vote was unanimous. Set Public Hearing Date for April 23, 2025, and order publication of Notice of Public Hearing Budget Estimate for Fiscal Year Beginning July 1, 2025 – Ending June 30, 2026 Motion by Shore to approve Public Hearing date for April 23, 2025, and order publication of Notice of Public Hearing Budget Estimate for Fiscal Year Beginning July 1, 2025 – Ending June 30, 2026. Seconded by Ascherl. Vote was unanimous. Second Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda, Iowa by Amending Provisions Pertaining to Sewer Service Charges Motion by Shore to approve the second reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda, Iowa by Amending Provisions Pertaining to Sewer Service Charges. Seconded by Ascherl. Roll Call: Aye: Wilson, Ascherl, Clark, and Shore. Nay: Motion carried. Manager Communications Manager McClarnon stated Keith Brothers monitored the testing of the city sirens and reported that all four sirens are working properly. McClarnon stated that he is watching the Legislature on property tax reform. McClarnon stated that he will continue to monitor the progress of the proposal and analyze the effects on the City of Clarinda future budgets. Mayor Communications Mayor Hill stated that he attended the last Library Board meeting, the last School Board meeting and the Legislative Briefing. He also stated that the old Baptist Church on East Washington Street will be moved to its new location at the Nodaway Valley Museum. Hill also stated that work is being done on South 71 causing the Clarinda sign’s light to be out. Finally, Hill mentioned that the dog park at Schenck Lake is getting close to completion.
