Clarinda City Council Minutes Wednesday, April 9, 2025 Clarinda City Hall – 5:15 p.m. The Clarinda City Council met at Clarinda City Hall on April 9, 2025, at 5:15 p.m. Mayor Craig Hill presided over the meeting with the following Council Members present: Jayne Wilson, Austin Ascherl, Kaley Neal, Kerry Clark and Jamie Shore. Mayor Craig Hill Opened the meeting and asked everyone to recite the Pledge of Allegiance. Adopt Agenda Motion by Neal to Adopt the Agenda. Seconded by Ascherl. Vote was unanimous. Consent Agenda Motion by Shore to approve the Consent Agenda (a) March 26, 2025, Regular Council Minutes (b) March Warrants and March Financial Statements. Seconded by Wilson. Vote was unanimous Discussion/Action Regarding 2025 Chamber of Commerce Events Clarinda Chamber of Commerce Executive Director, Elaine Farwell, requested several street and square closures for the 2025 Clarinda Chamber of Commerce Events. Those requests include: 1. 11th Annual Cruzin’ Clarinda – Saturday, June 6th – 8:00 a.m. – 4:00 p.m. requesting to close the downtown square area on the east, west, and south sides of the square from 6:30 a.m. to 4:00 p.m. and to hold the parade at 3:00 p.m. and closing the appropriate parade route streets. 2. 70th Annual Southwest Iowa Band Jamboree – Saturday, October 4th – 9:00 a.m. – Noon. The parade begins at 9:00 a.m. with the same route as in previous years. Requesting to close the downtown square and parade route from 7:30 a.m. till Noon. 3. 66th Annual Craft Carnival- October 18th – 6:00 a.m. – 5:00 p.m. requesting no parking on South 6th Street between Grant and Stuart Streets and to be able to place temporary directional signs for the event. 4. 33rd Annual Kiwanis Lighted Christmas Parade – Friday, November 28th, - 6:00 p.m. – 8:00 p.m. Requesting to close the downtown square and appropriate parade route street intersections. Motion by Ascherl to Approve 2025 Chamber of Commerce Events. Seconded by Neal. Vote was unanimous. Discussion/Action Regarding Street Dance on August 2, 2025 for Inda Clar Inda Clar Manager Anna Taylor requested closing down West Washington Street from 16th Street to 17th Street on Saturday, August 2, 2025 for a Street Dance. Taylor stated that they would have kids’ events from 4:00 p.m. to 8:00 p.m. and no alcohol would be served during that time. Taylor went on to state that the street dance would then start at 8:00 p.m. and would only be open to people ages 21 and over. Taylor said that the dance would be over at midnight and the street would be open by 2:00 a.m. Mayor Hill stated that there is a $200.00 permit fee and insurance requirements. Motion by Shore to Approve West Washington Street Closure from 16th Street to 17th Street on Saturday, August 2, 2025 from 4:00 p.m. to 2:00 a.m. for a street dance providing the $200.00 permit fee is paid and proper insurance coverage is in place. Seconded by Ascherl. Vote was unanimous. Discussion/Action Regarding Additional Signage for Downtown Square D & D Treasures Business Owner, Dennis Boger, asked the city council to erect additional signage in the downtown area due to bicycles being ridden on the downtown sidewalks illegally. Boger said that there is a safety issue with customers coming out of businesses and having close calls with bicycles being ridden by the businesses. Mayor Hill pointed out that we have an ordinance on the books regarding this situation and suggested that there be more enforcement by the Police Department. Chief Brothers said that the Police Department would be willing to be more proactive by educating people that this is illegal in the downtown area, and that education would start this month when he works with the Kiwanis on giving out bicycle helmets to the kids. Brothers also suggested that the current ordinance be amended to include electric scooters. Mr. Boger stated that he has posted the ordinance on social media and he feels that it has helped. Council Member Clark asked for more social media posts and for the city website to be updated to educate people about the ordinance. Clark asked Mr. Boger to come back to a council meeting in the Fall to update the council on the results of educating citizens. No action was taken. Third Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda, Iowa by Amending Provisions Pertaining to Sewer Service Charge Motion by Ascherl to Approve the Third Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda, Iowa by Amending Provisions Pertaining to Sewer Service Charge. Seconded by Wilson. Roll Call: Aye: Wilson, Ascherl, Neal, Clark, and Shore Nays: None Motion carried. Action Regarding Adoption of Ordinance Number 912, Amending the Code of Ordinances of Clarinda, Iowa by Amending Provisions Pertaining to Sewer Service Charge Motion by Ascherl to Adopt Ordinance Number 912 Amending the Code of Ordinances of Clarinda, Iowa by Amending Provisions Pertaining to Sewer Service Charge. Seconded by Clark. Roll Call: Aye: Shore, Clark, Neal, Ascherl, and Wilson Nays: None Motion carried. Council Communications Council Member Clark stated that she attended the Landfill meeting on April 3rd. Council Member Shore asked if TVs would be taken at City-Wide Clean Up Days. McClarnon stated that they would be accepted again this year. Manager Communications Manager McClarnon stated that he is working on a Budget Amendment for the current fiscal year as well as the Schenck Lake Project, Airport Hangar Project, Hugh & Maxine Loudon Business Park project, and North 16th Street Bridge Project. McClarnon also mentioned that city hall is short a staff member with the resignation of Brittany Poe. Mayor Communications Mayor Hill stated that he attended a meeting today regarding the Lakin Foundation Funds. Hill announced that this week is National Library Week. Hill also mentioned that the Hangar Improvements are moving along nicely. Hill stated that April 19th is the annual Easter Egg Hunt at the Park and that tomorrow night are the Cardinal Relays at the High School. Lastly, Hill thanked Brittany Poe for her service at city hall and wished her the best of luck in her future endeavors. Adjourn Motion by Neal to adjourn the meeting at 5:46 p.m. Seconded by Ascherl.
