Clarinda City Council Minutes Wednesday, May 14, 2025 Clarinda City Hall – 5:15 p.m. The Clarinda City Council met at Clarinda City Hall on May 14, 2025, at 5:15 p.m. Mayor Craig Hill presided over the meeting with the following Council Members present: Austin Ascherl, Jayne Wilson, Kaley Neal, Kerry Clark, and James Shore. Mayor Craig Hill Opened the meeting and asked everyone to recite the Pledge of Allegiance. Adopt Agenda Motion by Ascherl to Adopt the Agenda. Seconded by Wilson. Vote was unanimous. Consent Agenda Motion by Wilson to approve the Consent Agenda (a) April 23, 2025, Regular Council Minutes (b) MJ’s Comeback, LLC liquor license and (c) April Warrants and April Financial Statements. Seconded by Neal. Vote was unanimous. Permission for Street Closures for 2025 Glenn Miller Festival Glenn Miller Festival representatives, Shari Greenwood and Marvin Negley, requested permission for Thursday June 12, 2025, at 4:00 p.m. to close off Main Street from 15th Street to 16th Street and 16th Street from Main Street to Washington Street for the Glenn Miller Festival free concert. Greenwood and Negley requested permission to close off Clark Street from 16th Street to 17th Street for a free Glenn Miller Festival concert on Sunday June 15, 2025, at 1:00 p.m. Motion by Shore to approve downtown street closures on Thursday June 12, 2025 and Clark Street Closure on June 12, 2025, for Glenn Miller Festival events. Seconded by Ascherl. Vote was unanimous. Public Hearing for Disposal of Real Property located at 120 South 15th Street Mayor Hill opened the Public Hearing at 5:23 p.m. for Disposal of Real Property located at 120 South 15th Street. Manager McClarnon stated there have been no written or oral comments. Mayor Hill closed the Public Hearing at 5:24 p.m. for Disposal of Real Property located at 120 South 15th Street. Discussion/Action Regarding Resolution Approving the Disposal of Certain Real Estate located at 120 South 15th Street Motion by Ascherl to Approve Resolution #2136 Approving the Disposal of Certain Real Estate located at 120 South 15th Street. Seconded by Wilson. Roll Call: Aye: Ascherl, Wilson, Neal, Clark, and Shore Nay: None Motion Carried Public Hearing for Fiscal Year 2025 Budget Amendment Mayor Hill opened the Public Hearing at 5:24 p.m. for Fiscal Year 2025 Budget Amendment. Manager McClarnon stated there have been no oral or written comments and it was published in the paper as required by law. Mayor Hill closed the public hearing at 5:25 p.m. for Fiscal Year 2025 Budget Amendment. Discussion/Action Regarding Resolution to Approve Fiscal Year 2025 Budget Amendment Motion by Clark to Approve Resolution #2137 to Approve Fiscal Year 2025 Budget Amendment. Seconded by Shore. Roll Call: Aye: Shore, Clark, Neal, Wilson, and Ascherl Nay: None Motion Carried Discussion/ Action Regarding Resolution to Approving Compensation Adjustments for City Employees Except for Full-Time Hourly Police Officers Manager McClarnon stated the employee benefit committee made up of himself, Austin Ascherl, Craig Hill, Keith Brothers and Jamie Shore met to discuss salary and benefits for Full-Time City Employes Except for Full-Time Hourly Police Officers. The committee recommended a $1.00 an hour raise for Full-Time Employees and added compensation for Public Works Employees due to the requirement for them to have a CDL license. Permanent Part- Time employees will receive a $.50 cent an hour raise, and Salaried Employees will receive a 3.50% raise. The committee decided to make no changes to the Full-Time Hourly Employee’s contribution to Health/Dental/Vision Insurance Premium, which is currently set at 14% of the Premium. The committee added free Lied Center membership for Full-Time and Permanent Part-Time Employees. These budgeted changes will take effect on the first payroll in July 2025. Motion by Neal to Approve Resolution #2138 Approving Compensation adjustments for City Employees Except for Full-Time Hourly Police Officers. Seconded by Wilson. Roll Call: Aye: Neal, Ascherl, Wilson, Shore, and Clark Nay: None Motion Carried Discussion/Action Regarding Resolution Approving Compensation adjustments for Full-Time Hourly Police Officers Manager McClarnon stated the committee recommend a $1.00 an hour raise for Full-Time Hourly Police Officers. The committee decided to make no changes to the Full-Time Hourly Employee’s contribution of Health/Dental/Vision Insurance Premium, which is currently set at 14% of the Premium. The committee approved changing the Shift Differential to .50 Cents per hour for actual hours worked during the evening shift. The committee added free Lied Center membership for Full-Time Hourly Police Officers. Motion by Ascherl to Approve Resolution #2139 Approving Compensation adjustments for Full-Time Hourly Police Officers. Seconded by Wilson. Roll Call: Aye: Wilson, Ascherl, Clark, and Shore Nay: None Abstain: Neal Motion Carried Second Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda, Iowa by Amending Scope of Regulations Pertaining to Bicycles Manager McClarnon stated there have been no oral or written comments made to him about the Ordinance change. McClarnon stated that the main purpose of the Ordinance change is to redefine what a bicycle is. Motion by Neal to Approve Second Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda, Iowa by Amending Scope of Regulations Pertaining to Bicycles. Seconded by Ascherl. Roll Call: Aye: Wilson, Ascherl, Neal, Clark, and Shore Nay: None Motion Carried Second Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda, Iowa by Amending Open Burning Restricted Pertaining to Solid Waste Control Motion by Shore to approve Second Reading of an Ordinance Amending the Code of Ordinances of the City of Clarinda, Iowa by Amending Open Burning Restricted Pertaining to Solid Waste Control. Seconded by Wilson Roll Call: Aye: Wilson, Ascherl, Neal, and Shore Nay: Clark Motion Carried Council Communications Councilor Jayne Wilson stated that she helped plant flowers around the square. Manager Communications Manager McClarnon checked the river levels, and it is currently running at 121 cubic feet per second over the damn. It doesn’t become worrisome until it is 15 cubic feet per second. McClarnon informed the council 121 cubic feet per second equals 78 million gallons of water a day. McClarnon stated the city has obtained the signed deed to the property at 11th and Grant. The city purchased this property for $1,500.00 and the house will be torn down after asbestos is removed. Manager Mclarnon is continuing to work on the North 16th bridge project, Business Park, and Schenck’s Lake. McClarnon congratulated Casey Hill, who received the Charles E. Lakin outstanding teacher award. Mayor Communications Mayor Hill stated that he attended the Police Memorial Ceremony and thanked Police Chief Keith Brothers and the Officers for the nice ceremony. Hill announced that this is hospital week, and the hospital provided a pancake breakfast. Hill reminded everyone that this Sunday is our community’s High School Graduation. Mayor Hill congratulated the Seniors and wished them well. Hill stated that a week from this Thursday will be the last day of school and asked the community to be aware of the children out riding their bicycles. Hill also communicated that Monday May 26th at 10:00 a.m. there will be a Memorial Day ceremony held at the Cemetery. Adjourn Motion by Ascherl to adjourn the meeting at 5:38 p.m. Seconded by Neal.
